Korea’s experience of rapid economic growth represents both hope and a challenge to many developing countries. The conventional wisdom inside and outside Korea has been that the government’s policies such as export promotion, industrial targeting, and so on, made the rapid growth possible. This book investigates the effects of the policies and concludes that Korea’s growth experience does not corroborate the view. Rather, it points to the tremendous growth in size of the world market as an important factor that has been overlooked in the discussion of nations’ economic growth in the post-World War II era. It was roughly 100 times bigger in the early 1960s than it was in the middle of the First Industrial Revolution. The potential "gains from trade" were that much greater; while the Korean economy had not been realizing the potential gains, it began to as soon as a major reform of the foreign exchange system in 1961 removed the impediments to foreign trade. Explosive export expansion and rapid growth of the economy immediately followed. The "Korean Miracle" may be better understood as a process whereby the economy realized its huge potential.

How has been possible for Japan to become the fourth economic power in the world, for Indonesia to reach the eighth world position and for South Korea, a relatively small country by territory and population, to become an important technological power and a great net exporter of PCs, chips, mobile phones, ships and automobiles? This book tries to explain the different development paths of the three great Asian economies and to explore the principal causes of their periods of brilliant economic success and of crisis. The extraordinary growth of physical capital and of knowledge and the role of the State are essential to explain the phases of industrialization and of exceptionally rapid economic growth in Japan and South Korea. Two additional analytical tools are used: the concepts of the fordist-toyotist model of growth and of stockflows relations. The second concept is particularly important in order to jointly explain the phase of very rapid growth of the Japanese economy up to the end of the 1980s and the following deep structural crisis. On the other hand, the towering importance given to education and R.&D is one of the keys for the continuation of the success of the Korean economy. Indonesia has reached a period of rapid economic growth much later than Japan and South Korea, but in the 2000s it it is rapidly catching up. However, Indonesia has devoted too limited resources to the expansion of knowledge and health conditions and to the conservation of the environment, so that its model of growth, which remains heavily dependent on the exploitation of natural resources and on the activity of foreign multinationals, must be substantially revised.

South Korea is arguably the premier development success story of the last half century. For 47 years starting in 1963, the economy averaged 7 percent real growth annually, and experienced only two years of economic contraction: 1980 after the second oil shock and the assassination of President Park Chung-hee, and 1998 at the nadir of the Asian financial crisis. At the start of that period South Korea had a per capita income lower than that of Mozambique or Bolivia; today it is richer than Spain or New Zealand, and was the first Asian and first non-G7 country to host a summit of the G20, the unofficial steering committee of the world economy. The South Korean case is of interest for a variety of reasons. Rapid growth coincided with extensive state interventions in the economy, and considerable controversy exists as to how much this performance should be credited to the country's state-led development strategy and to what extent the lessons from that experience might be portable or applied elsewhere. The salience of this issue has grown as South Korea has become a more important provider of development assistance and advice.
