This book provides an introduction to the theory and practice of diplomacy and its vital role in an era of increasing international uncertainty. The work employs a distinctive "diplomatic perspective" on international relations and argues that the experience of conducting diplomacy gives rise to a set of priorities: first, the peaceful resolution of disputes; second, the avoidance of unwanted conflict; and, third, the minimization of the intensity of violent conflict where it has become unavoidable. It argues that changes in the international system require a shift in priorities from the diplomacy of problem-solving by building institutionalized cooperation, to the diplomacy of managing relationships between people. Divided into three sections, the first examines what is meant when we talk about diplomacy, why we need diplomats, and the operations of the modern diplomatic system of states. The second discusses the "three bads," about which people generally worry: bad leaders, bad media, and bad followers. The idea of "bad" is considered in terms of the moral character, professional competence, and the consequences of what people do for us. The final section discusses diplomacy and bad diplomats, reviewing what people can do to help themselves and the professionals be good diplomats. This book is intended as a primary text for courses in international diplomacy and as a supplementary text for courses on contemporary issues in international relations.

Although diplomats negotiate more and more aspects of world affairs—from trade and security issues to health, human rights, and the environment—we have little idea of, and even less control over, what they are doing in our name. In Independent Diplomat, Carne Ross provides a compelling account of what's wrong with contemporary diplomacy and offers a bold new vision of how it might be put right.For more than fifteen years, Ross was a British diplomat on the frontlines of numerous international crises, including the Israeli-Palestinian conflict, the war in Afghanistan, and the buildup to the invasion of Iraq, over which he eventually resigned from the British civil service. Nations, even the most powerful, cannot cope by themselves with many of the problems confronting them. Collective efforts are needed, and diplomacy is a key element in this process. This text examines how diplomacy serves global governance, how the diverse international actors use it, and what it accomplishes. The focus is on diplomatic practice, looking at the diverse methods used by the international actors involved and how they contribute to its effectiveness. The first section examines how various levels of international actors practice diplomacy. Nation states are still key actors and they use many methods in embassies, international conferences, international organizations, summit meetings, and more. International organizations are both a forum for multilateral diplomacy and a major set of international actors still growing in significance for global governance diplomacy. In addition, a multiplicity of regional or limited membership institutions play a role in global governance. At the transnational level, there is the increasing role of civil society institutions and nongovernmental organizations in international affairs. This is where a new kind of international actors is found, unevenly contributing to global governance diplomacy beyond the control of public authorities. The second section explores the functional level, looking at how diplomacy operates in five areas of global governance: peace and security, economic governance, social issues, human rights, and environmental protection. Each of these presents different challenges for global governance diplomacy and requires the development of different diplomatic strategies and new techniques. Some of the issues are more amenable to global governance while others, such as the eradication of global poverty remain fairly intractable. The text extends beyond the usual description of diplomatic apparatus and dynamics to explore “diplomacy at work” in specific, current policy areas that are very relevant to the present debates in international politics.

In brute-force struggles for survival, such as the two World Wars, disorganization and divisions within an enemy alliance are to one's own advantage. However, most international security politics involve coercive diplomacy and negotiations short of all-out war. Worse Than a Monolith demonstrates that when states are engaged in coercive diplomacy--combining threats and assurances to influence the behavior of real or potential adversaries--divisions, rivalries, and lack of coordination within the opposing camp often make it more difficult to prevent the onset of conflict, to prevent existing conflicts from escalating, and to negotiate the end to those conflicts promptly. Focusing on relations between the Communist and anti-Communist alliances in Asia during the Cold War, Thomas Christensen explores how internal divisions and lack of cohesion in the two alliances complicated and undercut coercive diplomacy by sending confusing signals about strength, resolve, and intent. In the case of the Communist camp, internal mistrust and rivalries catalyzed the movement's aggressiveness in ways that we would not have expected from a more cohesive movement under Moscow's clear control. Reviewing newly available archival material, Christensen examines the instability in relations across the Asian Cold War divide, and sheds new light on the Korean and Vietnam wars. While recognizing clear differences between the Cold War and post-Cold War environments, he investigates how efforts to adjust burden-sharing roles among the United States and its Asian security partners have complicated U.S.-China security relations since the collapse of the Soviet Union.

It fails to understand that primarily China wants to be treated with the respect due to a major power. Seeking to curry favour with Washington, the Australian Government and the media have turned the people against China. Claiming to stand up against the newly aggressive nation under President Xi Jinping, Prime Minister Morrison has damaged Australia's critical trading relationship with China as he acts to shore up his own political support against domestic challengers. As a result, Australia is now suffering serious Chinese blowback. This book describes the current unhappy situation and, based on Gantner's forty years of work in cultural exchange with China, offers some modest suggestions on improving bilateral relations. With the United States pushing for containment of and confrontation with China, and an insecure Australia giving up its sovereignty to buy American protection, it is not at all certain that this will happen.

Walter Lippmann is arguably the most influential journalist in American history. From the time of Woodrow Wilson to the time of Lyndon Johnson, what Walter Lippmann said mattered. His word was valued because of his exceptional capacity for analysis, and because he had the rare ability to make complex ideas and problems manageable and understandable. Lippmann combined the practical and the theoretical and saw them as inseparable. He savored the life of the mind and relished the arena of politics. He was political philosopher, social commentator, political advisor, and activist-intellectual. As the country grappled with an impressive influx of European ideas and with the threatening press of European problems, so did Lippmann. Like President Wilson, he came to believe that the condition of the modern world required that America either act or be acted upon. New methods of communication and propaganda meant that ideas contrary to America's would be widely heard.
