"The African nations have rarely been perceived as essential partners in the pursuit of US national security and economic interests, but a re-assessment of Africa's strategic importance is past due. Transnational threats emanating from the continent continue to evolve, and trade and investment relationships have deepened. A better and broader understanding of the threats and opportunities posed by the countries of Africa is urgently needed, both to strengthen United States-Africa bilateral relations and to create a coherent regional policy"--Publisher's description.

United States-Africa relations have experienced four major cycles. The first cycle was during the Cold War(1960-1990). During this period, the U.S. developed a one-sided relationship with various African states in which the latter served as "foot soldiers" for the U.S. in its competition with the Soviet Union for global domination. Among other things, the various client African states provided the U.S. with access to airfields, deep water ports and sites for the establishment of various intelligence gathering facilities. In addition, the U.S. used various groups like UNITA led by Jonas Savimbi in Angola to undermine and fight pro-Soviet regimes on the continent. The second cycle of the relationship covered the period 1991-1998. During this time, the U.S. scaled down its security activities in Africa. The major reason was that with the end of the Cold War Africa(with few exceptions like Egypt) was no longer a major front for the promotion of U.S. Security interests. The third cycle commenced in 1998 and ended in 2001. This period was characterized by the U.S.’ search for an approach to frame its security relations with Africa. In this vein, the U.S. undertook various military-security initiatives . The fourth cycle began after the 9/11 terrorist attacks against the American homeland. Since then, the U.S. has expanded the scope of its security relations with Africa, as reflected in the establishment of various initiatives and programs. At the core is the prosecution of the American "war on terror." Against this backdrop, this book examines some of the major dimensions of the U.S.’ security relations with Africa, including American security interests on the continent, the "war on terror," AFRICOM, and military cooperation. Using the book’s integrative theoretical framework, each of the chapters in the volume examines the various factors that shape the issue of focus.

Few regions have seen more tragedy in the post-Cold War worlds than parts of sub-Saharan Africa, a region remarkable for the number of external military interventions in the 199Os. The United States has conducted a wide variety of military involvements in the region over the past decade. While humanitarian relief and peace operations have generated the most publicity, other more routine military relationships and activities are of far greater long-term significance. Taken as a whole, U.S. policy in Africa tends to be reactive rather than proactive. This severely undermines its ability to protect the nation's regional interests. Unwillingness to attenuate regional problems in the their early stages leads to expensive crisis interventions. More effective use of military involvements would entail greater effort to shape the regional security environment. In order to improve the value of its African military involvements, the United States should, among other things, develop a coherent "National Security Strategy for Africa," create a unified command (or "sub" command) with sole responsibility for the region and develop mechanisms for objectively measuring the value (to U.S. regional interests) of specific nation assistance programs.

African Environmental And Human Security In The 21st Century written by Helen E. Purkitt and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010 with History categories.

Environmental and human security issues are vital national security interests in African states because most citizens are engaged in daily struggles to survive. Chronic resource scarcities and degradations fuel individual struggles, along with political conflicts among different groups vying to control and benefit from scarce resources. Observers agree on importance of expanding national security in African states, but without consensus on optimal approach for studying or improving environmental and human security problems. Although the military is an influential institution in African countries, no work has addressed how, or if national and foreign militaries should be involved in promoting human and environmental security. This book combines ten original studies to discuss important non-traditional security issues facing countries located in each region of Africa. This volume reflects an assumption that one must have case-specific knowledge, use multidisciplinary and multi-level conceptual frameworks, and have appreciation of feasible and desirable public policies to understand and address complex non-traditional security concerns. Part One has three essays based on papers presented at 49th International Studies Association meeting in March 2008, plus two additional studies. Part Two focuses on understanding emerging transcontinental issues using interdisciplinary conceptual frameworks. Part Three has recommendations, remediation and conclusions via mini-case studies. The final chapter ties ten studies together and gives ideas about future role of US military forces in Africa non-traditional security areas--Publisher's description.
