Since World War II, Japan has become not only a model producer of high-tech consumer goods, but also-despite minimal spending on defense-a leader in innovative technology with both military and civilian uses. In the United States, nearly one in every three scientists and engineers was engaged in defense-related research and development at the end of the Cold War, but the relative strength of the American economy has declined in recent years. What is the relationship between what has happened in the two countries? And where did Japan's technological excellence come from? In an economic history that will arouse controversy on both sides of the Pacific, Richard J. Samuels finds a key to Japan's success in an ideology of technological development that advances national interests. From 1868 until 1945, the Japanese economy was fired by the development of technology to enhance national security; the rallying cry "Rich Nation, Strong Army" accompanied the expanded military spending and aggressive foreign policy that led to the disasters of the War in the Pacific. Postwar economic planners reversed the assumptions that had driven Japan's industrialization, Samuels shows, promoting instead the development of commercial technology and infrastructure. By valuing process improvements as much as product innovation, the modern Japanese system has built up the national capacity to innovate while ensuring that technological advances have been diffused broadly through industries such as aerospace that have both civilian and military applications. Struggling with the uncertainties of a post-Cold War economy, the United States has important lessons to learn from the way Japan has subordinated defense production yet emerged as one of the most technologically sophisticated nations in the world. The Japanese, like the Venetians and the Dutch before them, show us that butter is just as likely as guns to make a nation strong, but that nations cannot hope to be strong without an ideology of technological development that nourishes the entire national economy.

This is a concise but comprehensive account of the rise of the Japanese empire during the late 19th century and early 20th century ahead of World War II. From the preface:"Japan, an Asiatic nation, which, until forty years ago, maintained for more than two centuries a policy of strict seclusion, is to-day not only admitted into the comity of civilized nations, but has, in matters concerning the Far East, come to play a part as important as that of any of the great powers of the West. The Island Empire, which ten years ago achieved an unbroken victory in a struggle with an eastern nation of four hundred million people, lately drifted into war with one of the strongest powers of Europe and has again won an " unbroken victory on land and sea." Does the " marvelous and swift progress " of modern Japan tend to become a "peril" to western civilization? Or does it contribute to the great work of the world's civilization? Will Japan use her power in obtaining exclusive privileges, or in leading toward the light her sister nations of Asia? Is she persona grata or persona non grata to the nations engaged in world-intercourse? Strongly believing that what has been accomplished by Japan in the interest of civilization is an earnest of what will be done hereafter, I have endeavored by careful research to trace Japan's historic policy in dealing with foreign nations. Incidentally frequent references have been made to the diplomatic and commercial history of Europe and America, to the principles of international and other public law, as well as to phases of private law, and to economics and sociology, in order to elucidate with scientific precision the relations between the East and the West."

Empire And Constitution In Modern Japan written by Junji Banno and has been published by Bloomsbury Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2021-05-06 with History categories.

Since the beginning of the Meiji period when Japan evolved into a modern and powerful nation-state, ideas of empire and constitution imbued Japanese rule and progress. In Empire and Constitution in Modern Japan, Junji Banno expertly analyses how these conflicting concepts operated together in Japan from 1868 until 1937. By 'empire', Banno means the Japanese impetus to create its own empire; by 'constitution', he identifies Japanese efforts to create a constitutional government. In this book, Banno discusses the complicated relationship between these two concepts, ranging from incompatibility in some periods to symbiosis in others. Furthermore, understanding the complex and competing nature of these ideals, he persuasively reasons, is key to our understanding of why Japan and China went to war in 1937, leading to Pearl Harbor just four years later. Translated by eminent scholar Arthur Stockwin, Banno's highly accessible account of the dynamics of pre-war Japanese political history provides an engaging survey of imperialism and constitutionalism in modern Japan. It will be of vital importance to all scholars of modern Japanese history.
