Using a new analysis of data from the 'National Assessment Program - Literacy and Numeracy' (NAPLAN), this report shows how the learning gaps between students of different backgrounds in Australia are significantly wide and growing wider still as students move through school. The report uses a new time-based measure, 'years of progress', which makes it easier to compare different groups of students and allows policymakers to compare students' progress at different stages in their learning. Rather than say a group of Year 5 students scored 540 in NAPLAN, we can say they achieved two years ahead of their peers. The report provides key insights into the spread of student achievement, the impact of parental education and disadvantage, and how low achievement worsens over time. The report concludes with recommendations for government education policy.

We exploit the construction of the Oresund bridge, which connects a medium-sized city in Sweden to the capital of Denmark, to study the labor market effects of gaining access to a larger labor market. Using unique cross-country matched registry data that allow us to follow individuals across the border, we find that the bridge led to a substantial increase in cross-country commuting among Swedish residents. This effect is driven both by extensive and intensive margin employment responses, and translates into a 15% increase in the average wage of Swedish residents. However, the wage effects are unevenly distributed: the effect is largest for high-educated men and smallest for low-educated women. Thus, the wage gains come at the cost of increased income inequality and a widening of the gender wage gap, both within- and across-households. We show that these inequality effects are driven not only by differences in the propensity to commute, but also by educational specialization.

Increasing concern has been expressed by Third World leaders and international organizations alike over the growing gap between rich and poor nations. Between 1950 and 1980 alone, the per capita income gap between low-income and industrialized countries grew from $3,677 to $9,648. In addition, within the developing nations themselves, an ever-widening gap separates the rich from the poor. Other evidence suggests that middle-income countries may be gaining on the rich countries. Some research shows that the gap in education and health is narrowing rather rapidly, and studies of domestic inequality have revealed that growth with equity has occurred in a number of developing nations that have committed themselves to such a policy. This volume presents the evidence for both sides of the debate. It begins by stating the conventional wisdom–that international and internal gaps are widening–and goes on to examine the major explanations offered, which focus on culture, urban bias, dependency, and world-system analysis. The book then presents empirical studies on the existence and causes of the gap, as well as key case studies that challenge the conventional wisdom. Unique in its objectivity, this text does not seek to serve either side of the debate, but instead draws upon the best research in the field to highlight major issues and to present studies that have subjected the differing perspectives to rigorous empirical analysis. It will prove especially useful in courses on Third World development, political economy, comparative politics, development economics, the sociology of development, and related topics.

The second of Gilbert Rozman's contributed volumes on East Asian national identity traces how efforts to draw a sharp divide between one country's identity and that of another shape relations in the post-Cold War era. It examines the two-way relations of Japan, South Korea, and China, introducing the concept of a national identity gap to estimate the degree to which the identities of two countries target each other as negative contrasts. This concept is then applied to China's reinterpretation from 2009-11 of the gap between its identity and that of the United States. Each pairing represents a key relationship through which an Asian country has historically shaped its identity, and is striving to reshape it. The volume begins with experts' analyses of how Japan, South Korea and China have changed their diplomatic environment in Asia in order to transform identity. In the second half of the book, Rozman reflects on the discomfort all three East Asian countries have from excessive dependence on the United States. He concentrates on Chinese discourse in particular, as analyzed through the ideological, temporal, sectoral, vertical, and horizontal dimensions of national identity. Even if foreign policy turns more cautionary for a time, Rozman argues that China's inflammatory identity discourse, which remains at an intensity unmatched in the other countries, will continue to have a chilling effect on prospects for pragmatic diplomacy with the U.S.

The unprecedented economic crisis across NATO will continue to affect many Allies throughout Europe until 2018 and perhaps far longer. Capabilities are being cut in deep and long lasting works. NATO took solid steps at Chicago to counter these effects in the near term with Smart Defense and the Connected Forces Initiative. NATO must organize how Allies specialize as the further reduce their defense budgets. National Defense University has proposed on way to organize role specialization called Mission Focus Groups. Sustaining transatlantic interoperability will be the biggest challenge after the withdrawal from Afghanistan. USEUCOM should have interoperability as its primary mission. Mainstays of the interoperability strategy should be expansive U.S. engagement in the NATO Response Force and strong U.S. support for NATO's Connected Forces initiative.

Uncertainty is a fact of life. You can never know enough to make perfect decisions. Understanding this helps us balance an awareness of our tendency towards overconfidence with an acceptance of our own fallibility. The book discusses two opposed models of school improvement: the deficit model (which assumes problems are someone’s fault) and the surplus model (which assumes problems are unintended systemic flaws). By aligning ourselves to a surplus model we can create a system of Intelligent Accountability. The principles that make this possible are trust, accountability and fairness. While we thrive when trusted, unless someone cares about – and is holding us to account – for what we do, we’re unlikely to be our best. Some teachers deserve more trust and require less scrutiny than others, but in order to satisfy the demands of equality we end up treating all teachers as equally untrustworthy. The more we trust teachers, the more autonomy they should be given. To pursue a system of fair inequality we must accept that autonomy must be earned.
