Dabei verfügten zunächst die Realisten über die Deutungshoheit und begründeten staatliches Konfliktverhalten vor allem mit machtpolitischen Ansätzen. Dabei negierten sie häufig die Auswirkung der inneren Verfasstheit von Demokratien auf ihre Interaktion in den Internationalen Beziehungen. Erst Mitte der 80er Jahre rief dieses Verhalten Vertreter des Liberalismus auf den Plan, die seither den Zusammenhang zwischen Demokratie und Frieden untersuchen und versuchen, auch so genannte "weiche Faktoren" wie die Rolle des Politischen Systems oder die politische Kultur einzubeziehen. Ziel der vorliegenden Hausarbeit ist es, den Beitrag des Liberalismus und im Speziellen des neuen Liberalismus in Bezug auf den Demokratischen Frieden herauszuarbeiten. Im Mittelpunkt der Analyse des Demokratischen Friedens stehen die unabhängige Variable Demokratie und die abhängige Variable Frieden beziehungsweise Krieg (vgl. 4.1 und 4.2). Vertreter und Verfechter sind sich heute einig, dass das Gewaltpotential zwischen Demokratien äußerst gering ist. Uneinigkeit besteht darin, dass festgestellte Ergebnis zu erklären. In der vorliegenden Hausarbeit soll es um die hier formulierten Fragen gehen, die einerseits einen Anhaltspunkt für die Auseinandersetzung bilden und gleichzeitig den inhaltlichen Rahmen aufzeigen. -Wie ist der immer wieder festgestellte Befund zu erklären? -Wie hängen unabhängige und abhängige Variable zusammen, was liegt dazwischen und gibt es intervenierende Faktoren, die von Bedeutung sind? -

The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. Against this background, the author outlines the rise of a novel form of international terrorism, conceived more as a political method of communication than as an element in a military strategy. The resulting challenges faced by Western governments, and the costs and benefits associated with any response, are taken up in a concluding section that contrasts the characteristic European and American approaches and examines the implications for the future of international law. The ascendancy of neo-liberalism in different parts of the world has put social democracy on the defensive. Its adherents lack a clear rationale for their policies. Yet a justification for social democracy is implicit in the United Nations Covenants on Human Rights, ratified by most of the worlds countries. The covenants commit all nations to guarantee that their citizens shall enjoy the traditional formal rights; but they likewise pledge governments to make those rights meaningful in the real world by providing social security and cultural recognition to every person. This new book provides a systematic defence of social democracy for our contemporary global age. The authors argue that the claims to legitimation implicit in democratic theory can be honored only by social democracy; libertarian democracies are defective in failing to protect their citizens adequately against social, economic, and environmental risks that only collective action can obviate. Ultimately, social democracy provides both a fairer and more stable social order. But can social democracy survive in a world characterized by pervasive processes of globalization? This book asserts that globalization need not undermine social democracy if it is harnessed by international associations and leavened by principles of cultural respect, toleration, and enlightenment. The structures of social democracy must, in short, be adapted to the exigencies of globalization, as has already occurred in countries with the most successful social-democratic practices.
