English summary: The aim of this book is to identify the role of the EU in the consolidation of democracy in Slovakia during the 1990s. The first chapter explores the concept of Europe in Slovak politics. In Slovakia, Europe was used as a rhetorical tool by all political forces. The relationship between Slovakia and the EU institutions and member states is analyzed in the second chapter. Inside the EU, there initially was much insecurity about the development of Slovakia. But the disastrous results in terms of democracy and rule of law of the Meciar government made the decision of 1997 not to start the accession negotiations largely uncontroversial. The last chapter deals with the EU's part in Slovakia's democratic consolidation. EU integration was a hotly discussed topic in the run-up of the 1998's parliamentary elections. Slovakia's failing in the integration process fueled growing concerns that Slovakia might not be able to catch up with the West. Among the used sources are documents from the diplomatic archive of the Slovak ministry of foreign affairs and the author's own interviews with some of the involved persons. The author argues that the EU, thanks to its huge prestige in Slovakia, helped significantly to get rid of the authoritarian tendencies. German text. German description: Fur die neuen Demokratien Ostmitteleuropas stellte Europa, verkorpert durch die Europaische Union, einen massgeblichen normativen Bezugspunkt in den Wirren der Transformation dar. Im Fall der Slowakei wirkte die EU in den 1990er-Jahren sogar als wichtigste externe Instanz, welche die gefahrdete Demokratie zu bewahren half. Der slowakische Diskurs uber Europa und die europaischen Werte bot den geeigneten Boden, damit das Engagement der EU-Institutionen Wirkungen entfalten konnte. Ausgehend von erstmalig ausgewerteten diplomatischen Quellen zeigt dieses Buch, wie intensiv und teilweise widerspruchlich die Versuche der europaischen Institutionen zur Beeinflussung des politischen Prozesses in der Slowakei waren. Heftige Polemik unter den slowakischen politischen Eliten, denen Europa als Legitimationsressource diente, war die Folge. Gleichzeitig fand eine Klarung statt, welche Mittel im politischen Prozess erlaubt waren und wo die Schwelle zum Autoritarismus lag. Hier wird die These vertreten, dass der beinahe einhellige Wunsch der slowakischen Burger nach Zugehorigkeit zu Westeuropa in Verbindung mit der Einmischung der EU die Demokratie in der Slowakei rettete.

This book examines the 'Know How Fund', Britain’s bilateral technical assistance programme in post-communist central and eastern Europe, devised in response to the end of the Cold War. The Know How Fund (KHF) was the technical assistance programme which Margaret Thatcher’s government launched in the spring of 1989 to encourage Poland’s transition from communism to democracy and free-market capitalism. It was subsequently extended to other countries of central and eastern Europe and might be considered a novel experiment in what the US secretary of state, Condoleezza Rice, would later term ‘transformational diplomacy’. Drawing upon still-closed records of the Cabinet Office, the Department for International Development (DFID) and the Foreign and Commonwealth Office, this book explores the political origins of the KHF. In particular, the author examines its influence upon the transitional process in the lands of the former Soviet bloc; its part in attenuating the potentially destabilising effects of revolutionary change in Europe; the interdepartmental cooperation and rivalry to which its administration gave rise in Whitehall; and the links forged between officials and the worlds of business, finance and academe in project design and implementation. The volume offers new insights into Britain’s reactions to the collapse of communism in central Europe and the Soviet Union; the role of aid in the making and conduct of British foreign policy; and the significance of New Labour’s establishment of DFID as a separate government department. This book will be of much interest to students of British Foreign Policy, Diplomacy Studies, European history, Post-Communist Transitions and IR in general.

English summary: Cinema Newsreels provide a unique - and up until now neglected - opportunity to examine the beginning of the European integration (1949-1958) in the media of the post-war period. Newsreels were important in shaping opinions, especially by creating powerful images. This book aims at analysing and classifying these images and concepts - proposed identities - of the European integration in Austria, France, Germany and Great Britain of the the 1950s, especially by comparing the specific methods of photography and filmmaking used to produce a certain perception in the audience. These newsreel items are not only records from the beginning and consolidation of the European integration but also political instruments. On the one hand, they informed a wider public about the new institutions, their purposes as well as their decision-making procedures; on the other hand, they intended to propagate a European identity. This audiovisual representation of Europe as a economical and political community, or, respectively 'the idea of European integration', was not only a result of a political discourse but also a continuation of a centuries-old iconographic tradition. Von dieser Frage ausgehend untersucht Eugen Pfister osterreichische, franzosische, deutsche und britische Wochenschauen der Nachkriegszeit: Viele EuropaerInnen machten sich im Kino ein erstes Bild von den europaischen Gemeinschaften, das im weiteren Verlauf zur Grundlage ihrer Meinungen und Uberzeugungen wurde. Dies gilt insbesondere fur die ArbeiterInnen und KleinburgerInnen Europas, deren Wahrnehmung des Integrationsprozesses von der Integrationsforschung bisher kaum beachtet wurde. Fur eine Rekonstruktion des Europadiskurses jenseits intellektueller Zirkel bieten Wochenschauen deshalb eine lohnende Untersuchungsquelle. Pfister zeigt zudem, dass die audiovisuelle Reprasentation Europas der 1950er Jahre als okonomische und politische Gemeinschaft nicht nur das Ergebnis eines politischen Diskurses ist, sondern immer auch einer ikonographischen Tradition verpflichtet war.

English summary: When, according to ancient evidence, a comet was sighted during the funeral games for Caesar in July 44 B.C., Octavian interpreted it as a sign of the deification of his adoptive father and his elevation to the stars. Thus catasterism, or immortalization as a heavenly body, found its way into the representation of rulers of the Roman emporers, and became one of the symbols for the apotheosis of deceased predecessors. Christian Bechtold examines the origins and history of this idea in Hellenism and the political semantics and function of catasterism from the Augustus period to the Severans. He also analyses the reception of the concept of placement among the stars and the horizon of understanding of the potential addressees of representation of imperial rule in order to be able to assess the relevance and success of catasterism in political communication. Besides the relevant historiographic and literary sources, the study also draws extensively on the imperial and provincial coinage as a reflection of political communication, and also tomb inscriptions and monuments as witnesses to the reception of the motif.
