The wind regime in Colombia has been rated among the best in South America. However, under the current circumstances, and on its own, the interconnected system would not likely promote wind power. This report is targeted to analysts, planners, operators, generators and decision makers in Colombia and other countries in the region and provides a set of policy options to promote the use of wind power. The potential instruments assessed in this study include financial instruments, government fiscal mechanisms, and adjustments to the regulatory system. The single most effective policy instrument to promote wind power in Colombia consists on valuing the firm energy offered by wind, its potential complementarity to the hydrological regime and enabling wind power an access to reliability payments.

The Colombian government has decided to invest in Non-Conventional Renewable Energies (NCRE) to expand the power grid and generate a higher resilience in the whole grid towards the climatological phenomenon. In the month of October 2019, the government has auctioned 8 NCRE projects for a total installed capacity of 1,398MW . Six of the eight projects that were auctioned and have to be fully operational for the year 2022 are Eolic projects. Many risks are associated with the development of these projects, some of them are associated with the investments, but mainly the NCRE projects have a big variability given the weather conditions and the location they are developed. Given that the revenue generated by the company depends solely in the quantities of energy generated and the price of energy at the moment it is sold, financial derivatives can help hedge the risk associated therefore by changing the coverage ratio of the amount of the energy that is produced with financial instruments the project may generate a more certain NPV that creates value for the project, always depending on the value of the price of the energy hedged.

Latin America has the cleanest energy matrix in the world and is expected to have 70% of its electricity consumption generated from renewable energies by 2030. Colombia is an energy-rich country with an abundance of oil and gas reserves, although these are declining. Colombia also has a large installed hydropower capacity, accounting for up to 70% of the country's electricity production. Despite this, there is a growing impetus to develop offshore wind projects to diversify Colombia's energy mix. More generally, Colombia has spearheaded the energy transition in Latin America in recent times and it aims to use this opportunity to foster an industrial policy shift. Offshore wind development forms part of Colombia's proposed energy transition and, more broadly, the region's energy transition. While there are no wind turbines in Colombian territorial waters or Exclusive Economic Zone, Colombia has some of the best wind resources in the world, with Net Capacity Factors (NCFs) up to 70% in the waters located near the Guajira Peninsula, in the Caribbean Sea, northwest of the country. The Colombian case is pioneering in the Caribbean and worthy of an in-depth study. Colombia has taken the development of its regulatory framework seriously, engaging in consultations and collaboration with different institutions and energy agencies to prepare its legislation. This makes the Colombian legal regime for unconventional renewables a front-runner in 'offshore wind legal technology'. Given that permit rounds are to be allocated later in 2023, Colombia will become the first country in the Caribbean to start projects in earnest. Its legal framework is likely to receive attention and be replicated in several Latin American jurisdictions that share language and legislative and regulatory legal cultures or legal traditions. Colombia and Brazil are the first Latin American countries to firmly set in motion offshore wind projects and aspirations, and Colombia's legal offshore wind regime appears to be the most advanced in Latin America, and is comparable (or better) to that used in Spain.

This incisive book provides a timely and magisterial analysis of offshore wind licensing processes and their regulation from a global perspective. It not only explores the concept of licensing and the governance frameworks and backgrounds in which licensing rules are developed, but also looks at the crucial legal challenges facing the licensing of offshore wind farms that regulators, legislatures, operators, and legal practitioners are likely to encounter.

Vertical Axis Wind Turbine Design And Installation At Chicamocha Canyon written by Luis Fernando Garcia Rodriguez and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2019 with Electronic books categories.

The use of vertical axis wind turbines (VAWT) in Colombia could tackle the energy distribution difficulties as large parts of the territory are not connected to the electrical grid. The present chapter explains how to design and select an accurate VAWT for a mountain site, (the Chicamocha,Äôs canyon) by characterizing the wind energy potential, selecting the appropriate blade,Äôs airfoil, and design its corresponding blades to obtain an accurate VAWT performance. This methodology can be used to design and allocate a VAWT for residential use, as it tackles the critical point on wind energy design and selection. It is found feasible the use of wind energy at the location where the mean year density power is 485 [W/m2], and the DU06W200 airfoil is suggested as its aerodynamic efficiency (cl/cd) overcomes by 14% the commonly used NACA0018. Finally, straight blades are recommended to overcome the inertial effects of the low wind velocity at the location.
