Dieses Zitat von John Stuart Mill stammt aus einem der grundlegendsten Werke, das sich dem Thema des Parlamentarismus und der Opposition annahm. Er verweist auf die Kompetenzen, welche eine Opposition auszeichnen sollten. Inwiefern die Opposition des House of Commons und die des Bundestages diese Maßstäbe erfüllen, wird durch die hier vorliegende Arbeit untersucht. Es hätte auch ein Vergleich anderer wichtiger Institutionen vorgenommen werden können. Die Entscheidung fiel jedoch auf das Untersuchen der Wirkung der parlamentarischen Opposition, da gerade die Möglichkeiten und Grenzen der Opposition einen Gradmesser demokratischer Systeme darstellen. Winfried Steffani beschreibt die Legitimität und den Schutz der Opposition geradezu als Herzstück eines jeden pluralistischen Demokratieverständnisses. Wie wichtig eine funktionierende und vor allem legitimierte Opposition für den Wert eines demokratischen Systems ist, lässt gerade der aktuelle Mangel an einer legitimen Opposition in Syrien erkennen. Dort ist es noch notwendig sein Leben für die Oppositionsarbeit zu riskieren. Denn der syrische Machthaber Assad, duldet keinerlei Opposition und lässt sie mit Waffengewalt unterdrücken. Aus diesen Gründen kommt der Analyse dieser wichtigen demokratischen Institution ein besonderes Gewicht zu. Der Fokus des ersten inhaltlichen Punktes wird auf den unterschiedlichen Voraussetzungen der Oppositionsarbeit liegen. Worin bestehen grundlegende Unterschiede, die einen Vergleich vielleicht erschweren oder zumindest einer Berücksichtigung bedürfen? Unter dem zweiten inhaltlichen Gliederungspunkt sollen zwei spezifische Funktionen eines demokratischen Parlaments herausgegriffen werden. Hier wird der Handlungsspielraum bezüglich der Kontrollmöglichkeiten, welche die Opposition zur Verfügung hat, untersucht werden. Danach folgt eine Analyse des Gesetzgebungsprozesses, welche sich vor allem auf den Prozess im politischen System Großbritanniens konzentrieren wird und nur vergleichend den Akt der Gesetzgebung im deutschen Bundestag beleuchtet. Abschließend soll in einem Fazit der Versuch einer Bewertung der Effektivität der Opposition in Deutschland und Großbritannien unternommen werden.

How do schools worldwide treat the Holocaust as a subject? In which countries does the Holocaust form part of classroom teaching? Are representations of the Holocaust always accurate, balanced and unprejudiced in curricula and textbooks? This study, carried out by UNESCO and the Georg Eckert Institute for International Textbook Research, compares for the first time representations of the Holocaust in school textbooks and national curricula. Drawing on data which includes countries in which there exists no or little information about representations of the Holocaust, the study shows where the Holocaust is established in official guidelines, and contains a close textbook study, focusing on the comprehensiveness and accuracy of representations and historical narratives. The book highlights evolving practices worldwide and thus provides education stakeholders with comprehensive documentation about current trends in curricula directives and textbook representations of the Holocaust. It further formulates recommendations that will help policy-makers provide the educational means by which pupils may develop Holocaust literacy.

In Britain the name of William III is synonymous with sectarianism and Orangism.
