Im Sinne des strategischen Managements, wird das Wissen als Ressource betrachtet und somit liegt das Wissen in Organisationen bei dem einzelnen Wissensträger. Oft wird das Wissen der Spezialisten nicht weitergegeben bzw. die Weitergabe erfolgt unter Umständen nur an Personen, von denen der Wissensinhaber meint, dass sie informiert werden müssen. Das Ziel sollte nun sein, eine gewisse Gemeinsamkeit des individuell vorhandenen Wissens zu ermöglichen, um das gemeinsame Verständnis der Fachstellen zu fördern. Diese Betrachtungsweise stellt den Ausgangspunkt des Wissenstransfers in Forschungs- und Entwicklungskooperationen bei Innovationsprojekten dar. In dieser Arbeit sind nicht die Prozesse der elektronischen Datenverarbeitung gemeint, auch wenn diese zum Austausch von Informationen benötigt werden.

This book tells the story of capacity building in Europe with respect to technology transfer offices and organizations (TTOs). The traditional underdevelopment of technology markets in Europe has often been explained in terms of lack of capacity and skills among technology transfer professionals, both as individuals and as part of TTOs.
