Die chinesische Regierung wandelte w„hrend der Reform des Wohnungswesens in den achtziger Jahren staatliche Mietwohnungen in frei finanzierte Wohnungen um und begnstigte die Entwicklung eines freien Wohnungsmarktes. Dabei sah sich die Stadtbev”lkerung bald mit berteuerten Wohnungspreisen konfrontiert. Die ”ffentliche Hand f”rderte daraufhin die soziale Wohnraumf”rderung, um die Wohnverh„ltnisse der Bev”lkerung zu verbessern und die Immobilienpreise zu stabilisieren. Die Aktivit„ten, die in den letzten zehn Jahren eingeleitet wurden, um preiswerten Wohnraum zu schaffen, sind sehr vielschichtig und haben h„ufig Pilotcharakter. Die Regierung stellt eine Bandbreite an Subventionsformen bereit, die an unterschiedliche F”rderungstatbest„nde anknpfen und fr verschiedene Einkommensgruppen konzipiert sind. Das erste zentrale Instrument der Wohnraumf”rderung stellt die Eigentumsf”rderung dar. Den Schwerpunkt bildet dabei das Programm der staatlich gef”rderten Eigentumswohnungen. Die zweite wichtige Maánahme hat das Zie”, den Mietwohnungsbestand zu vergr”áern. Hierbei liegt der Fokus auf den sozialen Mietwohnungen. Im Zeitraum von 2006 bis 2010 hat die Zentralregierung Subventionen in H”he von 133,6 Milliarden RMB fr subventionierte Eigentums- und Mietwohnungen bereitgestellt und damit 15 Millionen Haushalten geholfen. Bis zum Jahr 2015 sollen weitere 36 Millionen subventionierte Wohneinheiten geschaffen werden. Ein Ende der Wohnraumf”rderung ist nicht absehbar. Ganz im Gegenteil: Dieser Bereich entwickelt sich zu einem festen Bestandteil der Wohnungspolitik. Das Buch erl„utert die Implementierung eines politischen, rechtlichen, steuerlichen und finanziellen Rahmens des mehrschichtigen Wohnraumf”rderungssystems. Ebenfalls wird auf die entstehenden Problemfelder, Handlungserfordernisse und die Korrektur der F”rderprogramme sowie deren Erfolge eingegangen.

In den vergangenen Jahrzehnten fand in St dten und deren Umland eine zunehmende sozialr umliche Polarisierung statt. Die Hauptursachen hierf r liegen in der Suburbanisierung, dem R ckgang des Sozialen Wohnungsbaus, der zunehmenden Ungleichverteilung von Einkommen und Verm gen und der Entwicklung der Massenarbeitslosigkeit. Hatte es in den 1960er Jahren noch vereinzelte "soziale Brennpunkte" gegeben, bildeten sich in den 1980er und 1990er Jahren durch selektiven Zu- und Wegzug von Bewohnern ganze Stadtteile und Wohnquartiere heraus, in denen sich v.a. die Verlierer der wirtschaftlichen und gesellschaftlichen Entwicklung konzentrierten. Der fortschreitende Prozess der sozialr umlichen Segregation hat zur Folge, dass sich in diesen Quartieren die spezifischen Probleme dieser Bev lkerungsgruppen konzentrieren, sich gegenseitig verst rkten und sich neue Konflikte ergeben. Bedingt durch die berlagerung von sozialer Ungleichheit, ethnischer Differenz und r umlicher Verinselung ergeben sich u.a. ethnische Konflikte und Konkurrenzen im Kampf um Erwerbsarbeitsm glichkeiten und Sozialleistungen. Unter den Konflikten und den sich herausbildenden Negativimages der betroffenen Quartiere leiden die verschiedensten Bereiche des sozialen Zusammenlebens und es droht eine weitere, eigendynamische Abw rtsentwicklung. Mit dem 1999 begonnenen Bund- L nder Programm "Stadtteile mit besonderem Entwicklungsbedarf - Die Soziale Stadt" soll ber das Instrument der St dtebauf rderung dieser Entwicklung entgegengewirkt werden. Mit Mitteln der St dtebauf rderung und weiteren spezifischen F rdermitteln sollen in den Programmgebieten B rgerinitiativen, Einrichtungen und Ma nahmen gezielt unterst tzt werden, um den Abw rtstrend zu stoppen und gegenl ufige, positive Entwicklungen anzusto en. Das zentrale Ziel der "Sozialen Stadt" besteht darin, die Bewohner als die Zielgruppe der Initiativen und Ma nahmen gezielt aktivieren und zu beteiligen, so dass eine Multiplikation der Wirkungen erreicht werde

Despite the radical transformation of society associated with globalisation, shifting patterns of demography and the revolution in information and communication technologies over the last two decades, we remain profoundly attached to place in economic, social, cultural and emotional terms. The idea of sustainable place shaping has made its way to the heart of the debate on the form and delivery of integrated (economic development, planning, housing, regeneration, education, transport and health) policy for our neighbourhoods, towns, cities and regions. In post-industrial societies more and more people earn an income in creative knowledge work, a highly flexible labour market segment that demands a geographically mobile workforce. Creative knowledge work is based on an understanding of language, culture and symbolic meanings. This can best be obtained through local and national embeddedness. Yet, this necessity for embeddedness stands in contrast to the demand in geographical mobility. How is this contradiction solved by individuals? What new forms of place attachment does this bring about? This book introduces a showcase of 25 multilocal creative knowledge workers, who live in different countries at the same time. It investigates how continuous mobility becomes part of their lifeworld, and how it changes their feelings of belonging and practices of place attachment. Applying an innovative methodological mix of social phenomenology, hermeneutics and mental mapping, this book takes a detailed look at biographies and the role of places in mobile lifeworlds. Plug&Play Places brings forth the idea that places have to be understood as individual items, which are configured and then plugged into the ‘system’ of the own lifeworld. They can be ‘played’ without great effort once an individual needs to make use of them. This new type of place attachment is a form of subjective standardization of place, which complements the well-known models of objective standardization of places. Plug&Play Places is relevant for scientists who deal with mobility and its impact on individual lifeworlds, with transnational multilocality and with flexibilized labour markets. Furthermore, the book provides a detailed qualitative perspective which can enrich the explanations of quantitative research in the same field. It is an interesting reading also for practitioners engaged in urban planning, housing and real estate development. Robert Nadler holds a doctoral degree in Urban and Local European Studies from the University of Milan-Bicocca. He is a researcher at the Leibniz Institute for Regional Geography and published on creative industries, multilocality and labour mobility.
