At a time when donors and governments are increasing efforts to mainstream gender in agriculture, it is critical to revisit long-standing wisdom about gender inequalities in agriculture to be able to more efficiently design and evaluate policy interventions. Many stylized facts about women in agriculture have been repeated for decades. Did nothing really change? Is some of this conventional wisdom simply maintained over time, or has it always been inaccurate? We use longitudinal data from Ghana to assess some of the facts and to evaluate whether gender patterns have changed over time. We focus on five main themes: land, cropping patterns, market participation, agricultural inputs, and employment. We add to the literature by showing new facts and evidence from more than 20 years. Results are varied and highlight the difficulty of making general statements about gender in agriculture.

Women’s empowerment is important to improve the status of women and achieve greater gender equity. It is also an important vehicle for achieving other development goals related to food security, nutrition, health, and economic growth. Increasingly, researchers seek ways to measure women’s empowerment, trace the pathways through which women’s empowerment is achieved, and provide guidance for policymakers and practitioners aiming to facilitate women’s empowerment through their interventions. This paper explores local perceptions of empowerment in the Upper East Region of Ghana in the context of a small-scale irrigation intervention targeted to men and women farmers. Using data collected through qualitative interviews and focus groups, the paper traces the linkages between small-scale irrigation and aspects of women’s empowerment, identified as important to men and women farmers themselves. The relationship between the components of empowerment and small-scale irrigation are placed within a larger context of social change underlying these relationships. Finally, this paper explores the ways that the introduction of modern technologies for small-scale irrigation may contribute to women’s empowerment.

Land provides the basis for food production and is an indispensable input for economic livelihoods in rural areas. Landownership is strongly associated with social and economic power, not only across communities and households, but also within households. The link between landownership and women’s empowerment has been relatively well documented in general, but not specifically in relation to agriculture. This paper aims to fill this gap by analyzing how ownership of land is associated with agency and achievements in agriculture among female and male farmers in northern Ghana, a region transitioning from customary land tenure without individual ownership rights towards a more individualized and market-based tenure system. We use a recursive bivariate probit model and focus on eight different indicators in four distinct domains: decisions on agricultural cultivation, decisions on farm income, agricultural association membership, and time allocation. Our empirical estimates indicate that landownership is positively correlated with men’s and women’s agency in agriculture, namely in decisions on agricultural cultivation and membership in agricultural association. Yet, we also find that the gender gaps in participation in cultivation decisions, the use of agricultural earnings, and in agricultural workload continue to persist among those who own land. While the results underscore the importance of land as a resource that can enhance women’s agency, they also point out that policies aiming to solely advance land rights may not be sufficient to eradicate or even reduce gender inequality in agriculture.

This paper starts from the perspective of the international debate on Women in Development of the Seventies and focuses on a specific instance of this issue, that is, the implications of rural development for women in Ghana. The author examines the position of women in traditional societies with regard to their access to the means of productions and the changes brought about by the commoditization of the economy and the incorporation of such groups in the national society. The analysis points out that the process of "development" has negatively influenced women's opportunities for economic improvement and self-determination, and terminates with a recent example of the impact of planned "development" on women as small-scale farmers. This example is the MIDAS Project, implemented by USAID in Ghana between 1976 and 1981 for the development of small-scale agriculture, with particular emphasis on credit, fertilizer, improved seeds, small-farm system research, marketing and extension service.

Agricultural interventions are designed on certain assumptions of empowerment that do not necessarily address the livelihood constraints of the rural women they set out to support. This is a failing that might be due to the omission of women’s voices expressing their understanding of empowerment and its relation to existing gender orders. Using primary data from the Upper East and Northern Regions in Ghana, we explored women and men’s notions of the processes and outcomes of empowerment. We began by understanding the basis of women’s disempowerment and confirmed its location within agricultural production relations that granted women limited access to resources. Respondents recognised all the main dimensions of power: within, with, to and over. The restrictions of women’s empowerment to the provisioning role on condition that it did not usurp male power over women limited intervention’s ability to provide true empowerment for women. But signs of increasing transfer of women’s power within into group action and male acceptance of women’s expanding spheres of influence indicate that some grounds for true transformation in the future exists.
