During the years between 1980 and 1999, in the midst of war and economic crisis, a record number of women were elected to national legislatures in Central American republics. Can quantitative increases in the presence of elected women in Central America produce qualitative political changes? In this detailed study, Michelle A. Saint-Germain and Cynthia Chavez Metoyer explore the reasons for this unprecedented political rise of women, and what effect it has had on the region. Focusing on Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua, the authors analyze national and regional indicators to evaluate various hypotheses concerning the reasons for women's electoral success in the region, as well as to make comparisons with findings from other world regions. They find that the election of more women depends on three things: the presence of a crisis, a pool of politically experienced women, and a culture of gender consciousness. They also compare the characteristics of Central American women legislators to women in other national legislatures around the world. The authors document how elected women have used their policy-making power to begin to change the lives of all Central Americans, women and men alike. In more than seventy-five in-depth, personal interviews, these women legislators reflect on their lives, political careers, and gender identities in their own words, providing deep insights into recent events in this region.

The number of women elected to Latin American legislatures has grown significantly over the past thirty years. This increase in the number of women elected to national office is due, in large part, to gender-friendly electoral rules such as gender quotas and proportional electoral systems, and it has, in turn, fostered constituent support for representative democracy. Still, this book argues that women are gaining political voice and bringing women's issues to state agendas, but they are not gaining political power. Women are marginalized by the male majority in office and relegated to the least powerful committees and leadership posts, hindering progress toward real political equality. In Political Power and Women's Representation in Latin America, Leslie Schwindt-Bayer examines the causes and consequences of women's representation in Latin America. She does so by asking a series of politically relevant and theoretically challenging questions, including why the numbers of women in office have increased in some countries but vary across others; what the presence of women in office means for the way representatives legislate; and what consequences the election of women bears for representative democracy more generally. Schwindt-Bayer articulates a comprehensive theory of women's representation that analyzes and connects trends in relation to four facets of political representation: formal, descriptive, substantive and symbolic. She then tests this theory empirically using aggregate data from all eighteen Latin American democracies and original fieldwork in Argentina, Colombia and Costa Rica. Ultimately, this book communicates the complex and often incomplete nature of women's political representation in Latin America.

This book aims to fill a gap in research on women's political representation by developing a multidimensional assessment of female participation in subnational legislatures in a federal political system like Mexico. The Mexican experience in terms of women's political representation at the federal and subnational levels has been very successful, as the reforms created a more robust "gender electoral regime" that promoted an increase in the number of elected female legislators (1987-2021). Still, little is known about the impact of the rise in women's presence in Congresses on other dimensions of political representation, such as symbolic or substantive. Although previous studies on women's political representation in Mexico have yielded exciting conclusions based on empirical evidence and strengthened a theory focused on the analysis of presence, it is still insufficient to explain the other dimensions of representation and the relationship between them. Therefore, this book contributes to the comparative scholarship from the perspective of feminist neo-institutionalism, expanding the understanding of the relationship between women's formal and descriptive representation, the content of legislative work in terms of preferences and interests (substantive representation), and its symbolic effects on women and politics in general (symbolic representation). Women in Mexican Subnational Legislatures: From Descriptive to Substantive Representation will be of interest to political scientists, sociologists, and jurists interested in gender and politics. The book fills a theoretical and empirical gap on the effects of gender parity in the programmatic and symbolic scope of power building. The findings on good practices and challenges are discussed within a broader body of comparative research, providing knowledge to academia, policymakers, and international cooperation agencies about the remaining obstacles to strengthening Latin American democracies and the need to continue exploring the links between subnational politics and democratization of federal political systems.

This book presents in-depth analyses of the data gathered for 26 years by the Political Elites of Latin America project (PELA), the most comprehensive database about the topic in the world. Since 1994, PELA has conducted around 9,000 personal interviews with representative samples of the Legislative Powers of 18 Latin American countries, generating a unique resource for the study of political elites in a comparative perspective. Now, this contributed volume brings together studies that dig into the data gathered by PELA to discuss important topics related to the challenges faced by representative democracy in Latin America. After an introductory chapter that presents the potential of the PELA database, the book is structured in two parts. The first addresses in eight chapters important aspects of representative democracy such as political ambition, political trust, satisfaction with democracy, clientelism and the quality of democracy. Do higher levels of female labor force participation increase female political representation? Over the past 40 years, the involvement of Latina women in the labor force and the number of female legislators in Latin America has been steadily increasing. To determine if there is a correlation between these two variables, this research builds on the socio-economic status model created by Brady, Verba and Schlozman (1995). Using both a bivariate and a multivariate model, I test for a correlation between the number of women working and the number of elected female legislators in 24 Latin American countries. Contrary to expectations, I find that increases in female labor force participation did not increase female political representation. Instead, gender quotas significantly impacted female representation in Latin America. --Page iv.

In the past thirty years, women's representation and gender equality has developed unevenly in Latin America. Some countries have experienced large increases in gender equality in political offices, whereas others have not, and even within countries, some political arenas have become more gender equal whereas others continue to exude intense gender inequality. These patterns are inconsistent with explanations of social and cultural improvements in gender equality leading to improved gender equality in political office. Latin American women’s movements played important roles in the democratic transitions in South America during the 1980s and in Central America during the 1990s. However, very little has been written on what has become of these movements and their agendas since the return to democracy. This timely collection examines how women’s movements have responded to the dramatic political, economic, and social changes of the last twenty years. In these essays, leading scholar-activists focus on the various strategies women’s movements have adopted and assess their successes and failures. The book is organized around three broad topics. The first, women’s access to political power at the national level, is addressed by essays on the election of Michelle Bachelet in Chile, gender quotas in Argentina and Brazil, and the responses of the women’s movement to the “Bolivarian revolution” in Venezuela. The second topic, the use of legal strategies, is taken up in essays on women’s rights across the board in Argentina, violence against women in Brazil, and gender in the work of the Truth and Reconciliation Commission in Peru.
