Female Civil Servants in Japan and Hong Kong submitted by Ho Man Yee for the degree of Master of Philosophy at The University of Hong Kong in August 2004 In the light of global efforts to promote gender equality, women's status in the workplace is a topic worth study. Most studies of women at work have focused on private enterprises, and have tended to ignore the experience of women in the public sector, particularly in an Asian context. This study aims to examine the experience of women working as civil servants in Japan (Fukuoka and Tochigi) and Hong Kong, and focuses particularly on the difficulties they encounter in structuring their careers. Data for the study was gained through interviews with civil servants in the three places. The study reviews the existing literature on women in the civil service, and identifies gaps which highlight its significance. It then presents an overview of the civil services in Hong Kong and Japan and discusses their structure, evolution, and job attractions. It notes that women constitute a far smaller proportion of civil servants than their male counterparts, especially in the upper echelons. In order to have a closer look, civil servants were first asked for their gender perceptions. In Fukuoka and Tochigi, slightly more informants agreed that men and women were equally competent apart from biological differences than in Hong Kong. In addition, respondents in the three places saw differences between male and female bosses in favour of the former and against the latter, although they claimed that they had no particular preference for one sex over the other. With regard to their views on recruitment, on-the-job training and promotion, the majority in the three places considered the former two systems immune from gender discrimination. However, cohort studies which dated the career advancements among 13 civil servants who had all been hired in 1989, show that gender seems to adversely affect the promotion prospects of women in Fukuoka, but not in Tochigi and Hong Kong. According to informants, household tasks were shared most equally in Tochigi. Respondents in Hong Kong tended to employ foreign domestic helpers to lessen household burdens for working mothers, a practice unknown in Fukuoka and Tochigi. On the whole, most men and women in the three places expressed a strong commitment to work. The study concludes that the civil services in all three localities exhibit a mixture of egalitarian and conservative attributes, and avoid the extremes of complete gender equality or blatant discrimination.
