Wood waste will be a potential environmental pollutant if not fully utilized. Like many other developing countries, Indonesia recognizes a big potential for the utilization of wood waste which is generated as a result of developing technological equipment and skills in forestry exploitation. In South Kalimantan, loss of useful wood as wood waste has reached 51% (comprising 42.3% from logging areas, 6.8% from log yards and 1.9% from logponds), and waste from the sawmill industry in Java has reached about 50%. In 1985, wood products outside of Java totalled 17,880,000 m3. If the wood waste from the forests (40%) and industry (42%) are added together, the volume of wood waste is estimated to be more 12 million m3. Until 1989, there is almost no interest in the utilization of wood waste because of governmental regulations on the use of wood waste, and also its uneconomical viability. [Author's abstract].

This report provides an overview of the potential use of wood residues as feedstock for bioenergy production as part of the transition towards a sustainable and circular forest bioeconomy. While data and examples are abundant from developed countries, a specific focus will be put on the role and potential of wood residue-based energy in developing countries. The study is structured around the following four main objectives, each corresponding to a chapter:- define key terms and concepts related to wood residues and bioenergy value chains (Chapter 2);- characterize the status and trends in renewable energy, modern bioenergy and the forest-based bioeconomy and evaluate the theoretical potential of wood residues for energy (Chapter 3);- determine general success factors, common lessons learned and constraints on the utilization of wood residues for energy (Chapter 4); and- formulate recommendations (Chapter 5).The overall aim is to inform new policies and programmes through the identification of optimal conditions whereby the use of wood residues for energy can offer a competitive alternative to other fuels in developing countries and contribute towards reaching the UN SDGs.

In September 2013, Indonesia officially signed a Voluntary Partnership Agreement (VPA) to guarantee the legality of all timber products exported to the EU. Under the Indonesian VPA, a timber legality assurance system known as SVLK (Sistem Verifikasi Legalitas Kayu) has already been developed and has been in effect since 1 January 2013 for woodworking, wood panels, and pulp and paper. When the VPA is fully implemented, SVLK will become FLEGT legality license and will meet European Union Timber Regulation (EUTR) requirements for legal timber. The objective of this paper is to analyze the challenges of implementing SVLK in the small-scale forestry sector of Indonesia. The paper also assesses whether a mandatory approach to legality verification will be more effective in terms of assuring legality than voluntary approaches, such as certification. The analysis involved desk-based analysis of government statistics, policy documents, key stakeholder interviews, and field surveys in three major timber-producing provinces of Indonesia — Central Java, East Kalimantan and Papua. The paper discusses a number of challenges facing the implementation of SVLK, among others the cost of timber legality verification, limited societal awareness of SVLK, business legality issues among small-scale enterprises, and high levels of illegality in their timber supply chains. The paper closes by presenting a detailed set of policy options to address the observed challenges.
