A good read for policy makers, academicians and students of economics. Journal of Social and Economic Development Rural areas face numerous challenges in building a high-wage, high-skilled workforce. In response to these obstacles, many regions have established workforce development networks that provide stronger linkages between employers, schools, training institutions and community-based organizations. Gary Paul Green examines in this book how these networks are organized, why employers and training institutions participate in them and whether they are effective. Drawing upon data from training institutions, employers and other organizations in rural areas, the author takes a multi-method approach to examining workforce development networks by combining qualitative and quantitative data, as well as considering various actors. Collaborative models of training are found to provide a strong incentive for employers to increase their investment in job training, reduce the risk and cost of training, and improve the flow of information in local labor markets. The author also describes the critical role community-based organizations play by broadening the available training and providing stronger ties with employers and workers. He concludes that workforce development policy needs to recognize the importance of grassroots organizations in job training and build institutional support for their activities. The new data and analyses will be of great interest to academics working in the area of rural and workforce development. Community and workforce development practitioners as well as human resource managers will appreciate the concrete suggestions for policy and practice.

Information about the characteristics of jobs and the individuals who fill them is valuable for career guidance, reemployment counseling, workforce development, human resource management, and other purposes. To meet these needs, the U.S. Department of Labor (DOL) in 1998 launched the Occupational Information Network (O*NET), which consists of a content model-a framework for organizing occupational data-and an electronic database. The O*NET content model includes hundreds of descriptors of work and workers organized into domains, such as skills, knowledge, and work activities. Data are collected using a classification system that organizes job titles into 1,102 occupations. The National Center for O*NET Development (the O*NET Center) continually collects data related to these occupations. In 2008, DOL requested the National Academies to review O*NET and consider its future directions. In response, the present volume inventories and evaluates the uses of O*NET; explores the linkage of O*NET with the Standard Occupational Classification System and other data sets; and identifies ways to improve O*NET, particularly in the areas of cost-effectiveness, efficiency, and currency.

The Handbook of Career and Workforce Development provides educators, researchers, and policy makers with information on evidence-based programs and activities. Chapters describe ways that current research can be used to promote the design of more effective career development programs and services at local, state, and national levels. Promising career development practices applicable to a range of settings and special populations are identified, as are strategies for communicating evidence in ways that influence career and workforce development public policy. The Handbook of Career and Workforce Development can be used by policy makers and grant program officers to identify key career development ingredients that should be considered in proposals; researchers seeking to make their career development research relevant and practical; and practitioners implementing or advocating for career development programs and services.

Cities everywhere are struggling to develop strategic responses to vast and rapid economic changes brought about by globalization while mediating the social impact of economic change. Workforce development is a policy area that straddles the divide between economic development and social welfare imperatives. This thesis examines local networks supporting workforce development activities in three Ontario cities in order to better understand the dynamics of urban governance in Canada. The analysis focuses on the two central questions of whether cities have the political autonomy to develop their own strategic workforce development networks, and if so, do these networks reflect efforts to integrate economic development and social welfare considerations. It engages with three theoretical perspectives that offer different explanations for local governance dynamics: neo-institutionalist theories argue that higher institutional structures shape and constrain local governance efforts; the critique of neo-liberalism argues that local governance dynamics will be dominated by the interests of capital for economic development; and theories of urban governance argue that cities have the autonomy to shape their own governance efforts. Theories of urban governance also focus analytical attention on how the patterns of interaction between local state and non-state actors shape local governance dynamics. The study does find evidence of local workforce development networks, and finds that these networks vary according to the patterns of interaction between local state and non-state actors. From a neo-institutionalist perspective, however, the study also finds that macro-institutional policy frameworks shape and constrain these local governance efforts.

This book explores how labour markets are changing - jobs are being created but they pay less and job security is declining, as is the payoff for experience and seniority. The authors discuss training, private-public partnerships, job searching and community development corporations (CDCs) and community-based organizations (CBOs) as social agents. They also take the reader through numerous case studies, using examples from across the United States. They conclude with their recommendations for better design, promotion and evaluation of community-based workforce development networks.

Farberville, Arkansas is playing host to its first ever mystery convention. Sponsored by the Thurber Farber Foundation and held at Farber College, Murder Comes to Campus is playing host to five major mystery writers representing all areas of the field. Dragooned into running the show when the original organizer is hospitalized, local bookseller Claire Malloy finds herself in the midst of a barely controlled disaster. Not only do each of the writers present their own set of idiosyncrasies and difficulties (including one who arrives with her cat Wimple in tow), the feared, distrusted, and disliked mystery editor of Paradigm House, Roxanne Small, puts in a surprise appearance at the conference. Added to Claire's own love-life woes with local police detective Peter Rosen, things have never been worse. Then when one of the attendees dies in a suspicious car accident, Wimple the cat disappears from Claire's home, and Roxanne Small is nowhere to be found, it becomes evident that the murder mystery is more than a literary genre.
