This research study examines the role that workforce intermediaries within Boston play in creating career pathways for economically disadvantaged, under-skilled residents in the local health care industry. Using a case study analysis, this study compares the outcomes of two workforce intermediaries-one which is employer-led and the other which is led by a community development corporation. Despite the proliferation of new workforce intermediaries around the country and the increased amount of funding to support them from the private and public sectors, these institutions are limited in their ability to increase the supply of a skilled workforce and to change the demand-side of the labor market. However, given the current structural holes in the publicly funded workforce development system, workforce intermediaries play a critical role in serving populations who otherwise would have a difficult time entering into the regional labor market.

Abstract: Employer hiring practices of filling entry-level/low wage positions influences the local labor market. Workforce intermediaries are in a unique position to influence employer recruiting practices for filling entry-level/low wage positions. By understanding workforce intermediary (WI) influence on these practices, they could benefit employers and employees by matching the two systematically. This study explored the ways in which employers fill entry-level/low wage positions in situations where a WI/employer partnership exists. The author performed a case study of a Midwest workforce intermediary program, describing the ways in which they influence the entry-level/low wage recruiting practices of partner employers. Then, an analysis of two employers recruiting processes was conducted to specifically look at examples of Workforce intermediary influence on employer entry/level position recruiting practices. The study found that the WI/employer partnership created a complex recruiting system. Additional screening and selection recruitment stages were added to the partnership program compared to traditional employer only models. The workforce intermediary played the largest role in the recruiting system. It performed all the active screening of candidates, selection of participants, and training of participants. Employers did not involve their own recruiting staff in the partnership. The employers did not change their recruiting practices for filling entry-level! low wage positions. However, employers were involved with many passive screening techniques in the partnership, and held the final decision as to who would get hired in any entry-level position. There was no clear answer if employers planned on changing their entry level! low wage position recruiting practices to accommodate participants completing the pathway program. This study also notes two definitions that were created for entry-level positions. The first definition described entry level as those positions that require only basic knowledge and skills, with no clear career growth path within the organization. The second definition was defined as those positions that required additional training and skills over basic skills, and that led to career growth within that employer.
