France is a Pacific power, with three territories, a military presence, and extensive investments. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. Combining historical background with political and economic analysis, this comprehensive study offers vital insight into the intricate history -- and problematic future -- of several of Australias key neighbours in the Pacific and to the priorities and options of the European country that still rules them. It is aimed at policy-makers, scholars, journalists, businesspeople, and others who want to familiarise themselves with the issues as Frances role in the region is redefined in the years to come.

A Sustainable Future for Small States: Pacific 2050 is part of the Commonwealth Secretariat’s regional strategic foresight programme that examines whether current development strategies set the region on a path to achieve sustainable development by 2050. The study analyses whether Commonwealth Pacific small states (Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu) will achieve the Sustainable Development Goals. It reviews critical areas that can serve as a catalyst for change in the region: governance (examining political governance, development effectiveness and co-ordination, and ocean governance); non-communicable diseases; information and communications technology and climate change (focussing on migration and climate change, and energy issues). In each of these areas, possible trajectories to 2050 are explored, gaps in the current policy responses are identified, and recommendations are offered to steer the region towards the Pacific Vision of ‘a region of peace, harmony, security, social inclusion, and prosperity, so that all Pacific people can lead free, healthy, and productive lives’.

Santo, the largest island in the South Pacific nation of Vanuatu, is an extraordinary geographical and cultural microcosm, combining reefs, caves, mountains, and satellite isles--with human history that dates back 3,000 years. Collecting contributions from more than one hundred authors, The Natural History of Santo is the result of a 2006 Santo expedition, which brought together scientists, volunteers, and students from twenty-five countries. This lavishly illustrated book pays homage to the biodiversity of this "planet-island" and bridges the gaps between scientific knowledge, conservation, and education.

The fishing industry benefits the people and economies of the Pacific in various ways but the full value of these benefits is not reflected in the region's statistics. Records may be maintained but they are not complete, or accurate, or comparable. The research summarized in this report reaffirms the importance of this sector to the economies and societies of the Pacific island countries. The research reveals that the full value of fisheries is likely to have eluded statisticians, and therefore fisheries authorities, government decision makers, and donors. But its value has never escaped the fisher, fish trader, and fish processor. The difference in appreciation between public and private individuals must raise the question of whether fisheries are receiving adequate attention from the public sector---including the necessary management and protection, appropriate research, development, extension and training, and sufficient investment.

Since 2009 there has been a fundamental shift in the way that the Pacific Island states engage with regional and world politics. The region has experienced, what Kiribati President Anote Tong has aptly called, a ‘paradigm shift’ in ideas about how Pacific diplomacy should be organised, and on what principles it should operate. Many leaders have called for a heightened Pacific voice in global affairs and a new commitment to establishing Pacific Island control of this diplomatic process. This change in thinking has been expressed in the establishment of new channels and arenas for Pacific diplomacy at the regional and global levels and new ways of connecting the two levels through active use of intermediate diplomatic associations. The New Pacific Diplomacy brings together a range of analyses and perspectives on these dramatic new developments in Pacific diplomacy at sub-regional, regional and global levels, and in the key sectors of global negotiation for Pacific states – fisheries, climate change, decolonisation, and trade.
