Excerpt from Eighteenth Biennial Report of the Bureau of Labor Statistics of the State of California, 1917-1918 The Eighteenth Biennial Report of the Bureau of Labor Statistics covers the two fiscal years ending June 30, 1918, and is the fourth bien nial published under the present Commissioner of Labor. In the past eight years this department of state has won the respect of employers and the public at large and earned the confidence of the men and women who must toil for their existence. Offices are now maintained in the cities of San Francisco, Los, Angeles, Sacramento, San Diego and Fresno. The Fresno office was Opened in September, 1918, and is conducted in connection with the functions of the Industrial Accident Commission. That this bureau is a department of service to the public can no longer be doubted. It is the first place appealed to by the unemployed; a court of speedy redress where the unfortunate toiler may secure justice; it serves as an arbitrator of irritating disputes that arise in the industrial field and maintains a vigorous campaign in the enforcement of the labor laws of California. A brief resume of the activities of the bureau for the past two years will serve as the best evidence of its usefulness and worth. The total expense for the past two years was while the contingent receipts for the same period were The bureau therefore cost the people of this state for the past two years In return for this expenditure the bureau, through its Free Employment Bureaus, furnished to the working people of California positions which, if secured through the fee agencies, would have cost these same workers The bureau collected in wage claims during the past two fiscal years Private employment agencies were forced to refund fees and expenses amounting to and to furnish two hundred new positions without further cost to the employed. The record for the past seven years shows that this department has investigated complaints and of these complaints were for nonpayment of wages. Abstract: "Rightful and Moral Work: Rethinking Free Labor and Sex Work at the California-Baja California Borderlands, 1877-1937" explores Mexican working-class identities from a transnational perspective. I argue that Mexican workers, specifically agricultural workers and sex workers, leveraged their crossings between the United States and Mexico to assert rights favorable to themselves and their families. Migrants' proximity to the US-Mexico border was a critical factor in defying the most exploitative elements of free and semi-free labor systems in which agricultural and sex workers toiled. At the California-Baja California borderlands, mobility disrupted some of the most visible forms of labor exploitation, including contract labor and poverty wages. Mobility also altered how growers and immigration officials understood laborers who struggled against state control of their movement and labor power. Three overarching questions underscore this study: 1) in post-1877 borderlands society, why did Mexican agricultural workers and sex workers resist constraints against their mobility by Mexican and American state-makers; 2) why did Mexican working people living on both sides of the U.S.-Mexico borderlands contest state-based definitions of labor and morality by developing and asserting their own ideas about work and honor; and 3) given that scholars have understood the border as fluid for Mexicans before 1917, what do these early border crossings tell us about the nascent regimes of federal immigration regulation at the Baja California-California borderlands? "Rightful and Moral Work" shifts our understanding of the U.S.-Mexico borderlands through a focus on morality that considers freedom and unfreedom in everyday identity formation. During the Great Depression, California became a wellspring for some of the era's most inventive and imaginative political movements. In response to the global catastrophe, the multiracial laboring populations who formed the basis of California's economy gave rise to an oppositional culture that challenged the modes of racialism, nationalism, and rationalism that had guided modernization during preceding decades. In Rebel Imaginaries Elizabeth E. Sine tells the story of that oppositional culture's emergence, revealing how aggrieved Californians asserted political visions that embraced difference, fostered a sense of shared vulnerability, and underscored the interconnectedness and interdependence of global struggles for human dignity. From the Imperial Valley's agricultural fields to Hollywood, seemingly disparate communities of African American, Native American, Mexican, Filipinx, Asian, and White working-class people were linked by their myriad struggles against Depression-era capitalism and patterns of inequality and marginalization. In tracing the diverse coalition of those involved in labor strikes, citizenship and immigration reform, and articulating and imagining freedom through artistic practice, Sine demonstrates that the era's social movements were far more heterogeneous, multivalent, and contested than previously understood.
