Although paid working hours, particularly in the more developed countries, have declined dramatically during the last hundred years, the length of working time remains a topic of intense political debate. Paid work has a major impact on living conditions, use of time and social networks. The allocation of time in paid work is also a central issue in European social policy: one of the main aims of the European Social Policy Agenda has been to increase the employment rate, especially among women. This goal is expected to be reached with a good balance between paid work and other life spheres. Recent changes in working time, such as increase of fragmented working hours, boundaryless work, high time pressure, deregulation and differentiation of working hours by gender and socio-economic groups create new demands and challenges for increasing number of workers. At the same time, keeping workers in employment longer and the increase of the employment rate are necessities born from demographic change. This requires rethinking sustainable solutions for working time that help workers to retain their well-being and health - as well as motivation and productivity - throughout an extended working life. The current coronavirus pandemic challenges businesses around the world. Policy makers have expressed interest in reduction and reorganization of working time as potential measure to fight against unemployment. For example EU Commission has launched a large-scale program to support member states to activate short-time work schemes to preserve employment. These short-time work schemes are planned to prevent a temporary shock from having more long-lasting negative consequences on the economy and the labour market. Besides work-sharing programs, the pandemic definitely affects working times and spaces. Many types of flexible work arrangements are introduced in work organizations to enable continuation of industrial production or services. This research note focuses on duration of paid work time in Europe. Our specific aim is to analyse trends and prevalence of excessive work hours, their socio-economic and income related determinants as well as their consequences in subjective well-being of European employed persons. In addition, we will discuss and analyse the potential of reduced working hours in supporting well-being and enhancing socially meaningful activity among employed population.
