This book evaluates the current state of world (dis)order at a time of growing populism, nationalism and pandemic panic. It distils the implications of the ‘civilisational state’ for world order. The retreat of US leadership is mirrored by the decline of both the material and normative liberal multilateral infrastructure it supported. Meanwhile, the rise of China as a challenger is accompanied in political, economic and cultural terms by other emerging powers no longer bound to the norms of 20th century world affairs, notably Turkey, India, China and Russia. By emphasising a cultural lens of analysis alongside robust political and economic analysis, the author offers a prescriptive agenda for the coming post-pandemic age that recognises the changing powers of civilisational, state and hybrid non-state actors. Without overestimating their probabilities, he outlines prospects and preconditions for effective inter-civilisational dialogue and proposes a series of minimal conditions for a multilateral ‘reset’. Excerpt from World Order and New States: Problems of Keeping the Peace One of the prime needs of an age of intersecting revolutions - military, political, economic - in which the problems of maintaining peace and international order inevitably become more complex, is to develop a means of communication between the expert and the thoughtful citizen. It is to this need that the Institute's series of studies is addressed. They are intended, not as major contributions of independent research, but rather to lay out the map of a particular problem in international security so that scholars and lay men alike may have a foundation on which to develop their own researches and conclusions. We who are associated with the work of the Institute are particularly grateful to Peter Calvocoressi for undertaking, in the course of a busy life, this analysis of a problem that has hardly been explored at all - the instability created by the rise of a great many new sovereign states at a time when the great powers have lost their old freedom of action against the spread of disorder, but before the new peace-keeping machinery of the United Nations has acquired either the capacity or the acceptance to serve instead. There were few precepts and precedents to guide him. The lucid, elegant, and sometimes eloquent statement of the problem in these pages is the result both of his own clear and balanced thought and of access to the experience of many different kinds of people, national and international Civil Servants, soldiers and police officials, politicians, travellers and writers. This book represents Mr. Calvocoressi's own deductions from the evidence and the conclusions are, of course, his own. The errors - military, political, and not least diplomatic - in the continuing unfolding of the Yugoslav tragedy over the decade since the Fall of the Berlin Wall and the final ending of the Cold War, offer certain lessons. It had been confidently predicted that the complex, multi-national Yugoslav state created by the World War I victors at Versailles in 1919, and continued by the post-World War II peace settlements, would not long survive Marshal Tito's death. As it happened, when the moment of truth arrived the concert of Western European powers had no clear and coherent plans ready for a rational brokering of the resulting problems of State Succession, including renewed federal or confederal structures, and peaceful and orderly transfer and relocation of civil populations if fragmentation and independence were to be the immediate policy options. The rush to a 'premature' State Recognition by one or more leading Western European political players, without having any congress of Berlin-style game-plan ready to guide and direct this, may have triggered the on-rush of political and military events that led, in quick succession, to the Bosnian and then the Kosovo tragedies of the 1990s. The author, currently President of the Institut de Droit International and a jurisconsult and advisor, over the years, to international and national governmental authorities, examines consequences and challenges for International Law and Law-making, as we enter the new Millennium. Taking note of the antinomies and contradictions inherent in Classical International Law Categories like Territorial Integrity and the Self-determination of Peoples, the Non-Use-of-Force and Collective (regional) Self-Defence, the author considers, in particular, the direct conflict, in the case of both Bosnia and Kosovo, between the United Nations Charter principle of Non-Intervention and the claimed 'New' International Law principle of Humanitarian Intervention. The legally permissible modalities and structures and processes for exercise of Humanitarian Intervention, in accord with the United Nations Charter and also general International Law, are canvassed and weighed.
