While different countries were - periencing various growth rates of their economies, most of them found out that foreign trade grew much faster than their economies. As a matter of fact, for most economies, foreign trade has been determined to be one of the biggest and the most consistent contributors to economic growth. Nowadays world trade is a very complicated phenomenon because it is not just an economic but also a social, political, environmental, labour, and legal matter. Economists care about world trade because economies are getting more and more open and world trade is related to the properties of open economies. Government planners care about world trade because it is related to many issues that the economies are facing: Resource allocation, income distribution, employment, p- duction, consumption, government revenue, economic growth, and economic w- fare. A right trade policy will enhance the economic welfare and growth of the economy in a more harmonious and equitable way. A wrong policy, however, could spell disaster.

Outcomes in major multilateral trade negotiations are conventionally explained as resulting from interests weighted by (trading) power. Offering a different overview of the concepts we use to talk about the international trade regime, this edited collection puts the ideational foundation of world trade politics centre stage, and critically examines the terms in which we make sense of world trade politics. The concepts used to make sense of world trade politics are often employed strategically, making some aspects of reality visible and others invisible. Reflecting upon ten key concepts from ‘trade’ itself to ‘protectionism’ and ‘justice’, this book poses two broad questions: first, how and by whom have the meanings of different terms used to describe, challenge and defend world trade politics been constructed? Second, how have the individual terms changed over time, and with what consequences? The editors and contributors draw on a broad range of theoretical approaches, from post-structuralism or cognitivism to normative theory, shedding new light on why certain trade issues and agendas win out over others, who benefits from the current system of trade governance, and what contemporary challenges the World Trade Organization faces. In doing so, the book speaks to a growing and diverse constructivist literature in International Political Economy. When designing a world trading system for the twenty-first century, “Keep calm and carry on” beats “Move fast and break things.” Global trade is in trouble. Climate change, digital trade, offshoring, the rise of emerging markets led by China: Can the World Trade Organization (WTO), built for trade in the twentieth century, meet the challenges of the twenty-first? The answer is yes, Robert Staiger tells us, arguing that adapting the WTO to the changed economic environment would serve the world better than a radical reset. Governed by the WTO, on the principles of the General Agreement on Tariffs and Trade (GATT), global trade rules traditionally focus on “shallow integration”—with an emphasis on reducing tariffs and trade impediments at the border—rather than “deep integration,” or direct negotiations over behind-the-border measures. Staiger charts the economic environment that gave rise to the former approach, explains when and why it worked, and surveys the changing landscape for global trade. In his analysis, the terms-of-trade theory of trade agreements provides a compelling framework for understanding the success of GATT in the twentieth century. And according to this understanding, Staiger concludes, the logic of GATT's design transcends many, if not all, of the current challenges faced by the WTO. With its penetrating view of the evolving global economic environment, A World Trading System for the Twenty-First Century shows us a global trading system in need of reform, and Staiger makes a persuasive case for using the architecture of the GATT/WTO as a basis for that reform.
