The rise of women in Arab countries goes beyond redressing historical injustices against them and ensuring their equitable treatment - notwithstanding that both are due obligations for Arab societies. Indeed, the advancement of women is a pre-requisite for a comprehensive Arab renaissance. Arab countries have undoubtedly attained significant achievements in the advancement of women, but the ultimate objectives of this endeavour, as conceptualised in the Arab Human Development Reports, require further effort. Much more remains to be accomplished by way of enabling the equitable acquisition and utilisation of human capabilities and the exercise of human rights, before women's advancement can be complete. Since the status of women in the Arab world is a culmination of the complex - and often problematic - interaction of cultural, social, economic and political factors, there are many impediments to this process in the region. Nevertheless, Arab women have managed to attain outstanding achievements in diverse fields of human activity. Societal reform aimed at enabling the rise of women, in line with the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), is envisioned as one of the two wings of the bird symbolising the rise of women in the Arab world. A bird, however, needs two wings to fly. The other wing would be a wide-ranging and effective movement in Arab civil society that engages both women and their male supporters in steadily extending and consolidating targeted societal reform initiatives on the one hand, and on the other, empowering women - and the society at large - to benefit from them. In particular, the report calls for the adoption of time-bound affirmative action, tailored to the specificities of each Arab society, in order to expand the participation of women in all fields of human activity. This is considered imperative to dismantle the structures of centuries of discrimination.

The term 'Fertile Crescent' is commonly used as shorthand for the group of territories extending around the Rivers Tigris and Euphrates. Here it is assumed to consist of Syria, Lebanon, Jordan, Iraq and Palestine. Much has been written on the history of these countries which were taken from the Ottoman empire after 1918 and became Mandates under the League of Nations. For the most part the histories of these countries have been handled either individually or as part of the history of Britain or France. In the first instance the emphasis has normally been on the development of nationalism and local resistance to alien control in a particular territory, leading to the modern successor state. In the second most studies have concentrated separately on how either France or Britain handled the great problems they inherited, seldom comparing their strategies. The aim of this book is to see the region as a whole and from both the European and indigenous points of view. The central argument is that the mandate system failed in its stated purpose of establishing stable democratic states out of what had been provinces or parts of provinces within the Ottoman empire. Rather it generated basically unstable polities and, in the special case of Palestine, one totally unresolved, and possibly unsolvable, conflict. The result was to leave the Middle East as perhaps the most volatile part of the world in the later twentieth century and beyond. The main purpose of the book is to examine why this was so.

The relationship between the European Union and Russia has been going through a difficult phase with disputes over energy supplies, foreign policy issues, and tension between Russia and individual Member States. The change of presidency in Russia provides an opportunity to take stock and to consider whether this deterioration can and should be reversed. Russian politicians emphasise the importance of the relationship. This report discusses how the relationship might be developed in practice. The report examines Russia as a European country, its recent history, and the current economic situation in Russia. It then considers the institutional framework for Russia-EU relations, including the Partnership and Co-operation Agreement. The Committee believes closer co-operation should be fostered in several areas of common interest: economic, freedom, security and justice, research and education and culture. Energy is an important subject: there are concerns about whether Russia can supply sufficient gas and oil to meet its current and foreseeable domestic demand and international commitments. The security of energy supply to the EU is vital. The Russian view of international security issues is also very different from that of the West, and developments in the near neighbourhood of Russia are a very sensitive geopolitical area. Russian support for Serbia is contrasted with their co-operation on Iran. The two sides work together usefully on the Middle East, terrorism, non-proliferation, and other issues. The EU should continue and strengthen its efforts to reach common ground with the Russians on such international issues, but should also speak out if the Russian government falls short of the standards it has formally accepted in a number of international agreements.
