The World Trade Organisation plays the primary role in regulating international trade in goods, services and intellectual property. Inhaltsangabe:Ziel der Arbeit ist es zu analysieren, inwieweit die WTO Entwicklungsländern helfen kann, sich in die Weltwirtschaft zu integrieren. Dabei geht es um die Frage, ob ein WTO-Beitritt zur Sicherung bereits durchgeführter (als Lock-in) oder als Antrieb für weitere Handels- und allgemeine Wirtschaftsreformen (als Katalysator) dient. Die theoretischen, für Entwicklungsländer aufgestellten Überlegungen sollen anschließend für den WTO-Beitritt Chinas überprüft werden. Die Fragestellung ist relevant, weil Entwicklungsländer nach einer langen Periode von Protektion und Importsubstitution seit Ende der 1980er Jahre zunehmend Handelsreformen durchführen. Dies resultiert zum einen aus der Erkenntnis, dass Länder mit hohem Protektionsgrad signifikant niedrigere Wachstumsraten der Bruttoinlandsprodukts hinnehmen mussten als jene, die einer eher liberalen Handelspolitik folgten. Zweitens veranlasste der Erfolg der exportorientierten, ostasiatischen Tigerstaaten viele Regierungen zur Nachahmung. Entwicklungsländer stehen grundsätzlich drei Alternativen der weltwirtschaftlichen Integration zur Auswahl: Erstens können sie Handelsreformen unilateral, d.h. unabhängig von der Handelspolitik anderer Länder durchführen. Zweitens können sie einem regionalen Integrationsabkommen (z.B. Mercosur, APEC) beitreten. Eine dritte Option ist die multilaterale Liberalisierung im Rahmen von GATT/WTO. In dieser Arbeit werden insbesondere die regionale und die multilaterale Integration vergleichend analysiert, da unilaterale Liberalisierung allein oft keine ausreichende Strategie ist. Gang der Untersuchung: Zwar steigern Handelsreformen die allokative Effizienz und erhöhen damit die Wohlfahrt der Gesellschaft als Ganze. Gleichzeitig bewirken sie jedoch Umverteilungseffekte zu Lasten kleiner Gruppen, die durch das protektionistische Handelsregime begünstigt wurden. Wie die politökonomische Analyse in Kapitel B.I zeigt, ist es daher für Politiker rational, Liberalisierung entweder gar nicht erst durchzuführen oder später wieder zurückzunehmen, da auf diese Weise Partikularinteressen bedient und politische Macht gewonnen werden kann. In Kapitel B.II und B.III soll daher analysiert werden, ob regionale und multilaterale Verpflichtungen als Lock-in dienen, d.h. reformorientierten Politikern Mechanismen bieten können, um protektionistische „Rückfälle“ zu vermeiden und damit Reformen abzusichern.
