Excerpt from Young Workers and Their Jobs in 1936: A Survey in Six States F amily background - The economic status of the family bore a close relation to the work of the children. Of the employed children under 16 years of age only 45 percent had a father who was employed and present in the family. In 31 percent of the cases the child's father was either dead or absent from home and in the remaining 24 percent he was present but was either unemployed or unemployable. The 16 and 17-year - old workers came from broken homes or homes with an unemployed father somewhat less often than the younger children. Of these older boys and girls, 57 percent had an employed father in the family and only 25 percent had no father at home. Adult unemployment was found to be a major factor in the children's employment. Of the children under 16 years of age, 36 percent came from families with at least one member 18 years of age or over who was totally unemployed. The corresponding figure for the older boys and girls was 30 percent. Age at leaving school. - The young workers under 16 had less school ing than those 16 and 17 years of age. All the working children who were under 16 at the time of interview had of course left school before they were 16, but not quite half the 16 and 17 -year - old workers had done so. Yet in every one of the States visited some boys and girls in the older as well as the younger group had left school before they were 14 years old. The proportion of the children leaving school before reaching 14 was very small in the New England and Middle Western States, only 3 percent and 8 percent, respectively, for the children under 16 years of age. But in the Southern States, 31 percent of the white children and 60 percent of the Negroes in the younger group had left school before they were 14. Several Southern children, white as well as Negro, reported that their schooling had stopped when they were not more than 10 years old. On every hand one hears youth asking: "Where can we find work?" Many young people of this generation have never had a steady job, have never experienced the pleasure that comes from contributing their share toward satisfying human needs. Some of them have spent several years in preparing themselves for definite kinds of work, but cannot now find an opportunity to put their training to use. Others, without formal preparation for any occupation, have not been able to obtain a job where they might acquire a skill through practice. An unfortunate aspect of the situation is that many young people who left school in 1929 at the age of 16 or 18 now reached their twenty-second or twenty-fourth year without achieving the occupational experience usually expected of an adult of such age. This circumstance closes to them the door of opportunity and prevents their gaining experience. Many communities have set themselves earnestly to the task of helping youth find employment. Where no paid jobs could be discovered, work has sometimes been arranged which simply offers an opportunity to young people to be useful and to learn. In order to obtain a comprehensive picture of accomplishments along this line, the United States Office of Education, in the spring of 1935, sent a schedule of questions to community leaders in all parts of the country, asking what measures were being taken to find or create employment opportunities for young people between the ages of 16 and 24. The answers show that this problem has been receiving much serious consideration and that a wide variety of enterprises are under way. In this bulletin brief accounts are given of a number of undertakings which may be suggestive to workers in other communities. Naturally, space would not allow the description of all the activities reported; examples were so numerous that only typical ones could be included. Individual sections contain footnotes. The persistent high level of unemployment among young people has become an issue of national concern. This study examines nationwide attitudes, practices, and policies of private employers toward hiring youth. A survey was conducted in 1981-82 among a random cross-sample of 535 private employers taken from the Equal Employment Opportunity Commission Employer Information Report list (EEO-1). The major findings and recommendations were as follows: (1) strategies are needed to facilitate young workers' moving into long-term, higher-paying occupations; (2) private industry should adopt more flexible guidelines to increase teenagers' securing full-time, entry-level positions; (3) advancement opportunities for young workers must increase, especially in service firms and medium-sized and large businesses; (4) most employers surveyed believe that young people perform as well as adults in most areas; (5) the number of private industry-initiated job programs for minority youth should increase; (6) employers need to be made more aware of government programs designed to increase employment opportunities for youth; (7) studies should be done to find out why nearly half of the employers surveyed do not think that a subminimum wage differential will increase young people's job opportunities; (8) employers' willingness to hire minority youths is based on their commitment to helping disadvantaged young people more than on the level of wage subsidy offered; (9) and teaching basic skills in school and skills training on the job must be emphasized to increase youth employability. High unemployment has been one of the most disturbing features of the economy of the 1980s. For a precedent, one must look to the interwar period and in particular to the Great Depression of the 1930s. It follows that recent years have been marked by a resurgence of interest amongst academics in interwar unemployment. The debate has been contentious. There is nothing like the analysis of a period which recorded rates of un employment approaching 25 per cent to highlight the differences between competing schools of thought on the operation of labour markets. Along with historians, economists whose objective is to better understand the causes, character and consequences of contemporary unemployment and sociologists seeking to understand contemporary society's perceptions and responses to joblessness have devoted increasing attention to this his torical episode. Like many issues in economic history, this one can be approached in a variety of ways using different theoretical approaches, tools of analysis and levels of disaggregation. Much of the recent literature on the func tioning of labour markets in the Depression has been macroeconomic in nature and has been limited to individual countries. Debates from the period itself have been revived and new questions stimulated by modem research have been opened. Many such studies have been narrowly fo cused and have failed to take into account the array of historical evidence collected and anal~sed by contemporaries or reconstructed and re- inter preted by historians.
