Young people account for a large percentage of the rural population, and are often unemployed or underemployed, despite the need for labour force in agriculture. Rural youth face many hurdles in trying to earn a livelihood. They do not perceive agriculture as a remunerative or prestigious profession, and until they find meaningful economic opportunities and attractive environments in rural areas, they will continue to migrate to cities. This trend not only contributes to the emerging phenomenon of over-urbanization and growing unemployment in urban areas, but is also expected to affect global food production. Investing in young people living in rural areas is therefore key to enhancing agricultural productivity, boosting rural economies and ensuring food security. This publication provides real life examples on how to re-engage youth in agriculture. It shows how tailor-made educational programmes can provide rural youth with the skills and insights needed to engage in farming and adopt environmentally friendly production methods. Many of the initiatives and approaches reported in this study originate from the youth themselves. The following study was a joint undertaking of the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD) and the Technical Centre for Agricultural and Rural Cooperation (CTA).

Young people engaging in agricultural entrepreneurship in developing countries face several challenges. Above all, they lack adequate access to important resources and opportunities. These include land, credit, farm inputs, agronomic and vocational training, insurance, and lucrative markets. Addressing these challenges requires answers to some key questions: Which factors drive the success of youth entrepreneurs in developing countries? What type of business ‘ecosystem’ is best suited for their development? What roles should the various stakeholders play in making youth entrepreneurship flourish nationally? How can young people expand their start-ups to become small, medium, or largescale businesses? To answer these questions, the International Food Policy and Research Institute (IFPRI) and the Syngenta Foundation for Sustainable Agriculture (SFSA) developed a conceptual framework. This framework classifies contextual and driving factors that contribute to the success of youth entrepreneurship. There are four broad categories for intervention: policy, institutional, technological, and individual capabilities.

"What would it mean to develop a youth-inclusive agricultural and rural development agenda? Agriculture, and particularly smallholder farming, remains the single largest source of youth employment in most low- and middle-income countries (LIMCs), but today's young rural men and women express little interest in agricultural futures. However, research on rural youth aspirations suggests that many young people are not averse to agriculture as such, but to agriculture's current neglected condition and the near impossibility of becoming an independent farmer while still young, due to lack of access to land. Rural youth outmigration does not necessarily reflect a permanent, lifetime abandonment of rural life, agriculture or the possibility of a return to farming. A youth-inclusive agricultural and rural development agenda means: approaching young people not as instruments of development, but as subjects, actors and citizens; mainstreaming young people and their interests in policy dialogues, organizations and social/political movements, both locally and nationally; more effective support for small-scale agriculture and opportunities for young rural men and women to engage in farming, including provision of land and other agrarian resources as a cornerstone of rural youth policy; and investment in infrastructures that make rural places more attractive for young men and women to live and work in"--Page 4 of cover.

Distress migration is particularly acute among rural youth. Agriculture and rural development are central to the rate of rural out-migration to urban areas. The agricultural sector needs to engage youth in order to increase global food production. In doing so, agricultural transformation can balance out-migration from rural areas and thus contribute to stable growth. This document presents the conceptual framework for distress migration of rural youth. The framework focuses on the migration of rural youth (aged 15–24), who account for a large proportion of migrants and are a particularly vulnerable group. The framework comprises three sections: 1. Analysis of the main factors determining the propensity of rural youth to migrate; 2. Assessment of the likely impacts of distress migration of rural youth in terms of rural development for local areas of origin; 3. Illustration of the most promising policies and programmes to reduce distress migration of rural youth and maximize its dev elopmental benefits for the communities of origin.

Nonetheless, the major difficulty they face in the agricultural sector, is that of lack of finance, of which the creation of an enabling and conducive environment will lead to their true empowerment, hence, reinforce their economic capabilities (Sen, 2003). However, their much younger counterparts, the youth, as much as they are encouraged to go into agriculture, tend to rather reel under their “Achilles heel”, thus, engage in their unabated exodus from rural areas to urban centers in search of non-existent jobs. This paper, admonishes the sensitization of the former in a bid to ensure their entrepreneurship, and by so doing, promote rural development. For purposes of methodology, the paper has been duly divided into two major parts, of which the first part talks about women’s empowerment, whereas, the second part deals with youth entrepreneurship in agriculture and the rural development sector.
