The economic deregulation that followed the East Asian financial crisis and recession in the 1990s blocked youth from the labor market. This issue investigates the resulting youth labor crisis and its predominant manifestations--youth unemployment and underemployment. The contributors examine these phenomena not as social anomalies but as the new faces of labor for youth. They conceptualize this situation as emblematic of a global crisis in capitalism and study how the politics of youth unemployment and underemployment emerge interconnected in China, Japan, and South Korea. The essays highlight how political leaders in these countries gamble with the futures of their young people to secure their places in neoliberal globalization, disconnecting national futures from personal ones. Gabriella Lukács is associate professor of anthropology at the University of Pittsburgh. She is the author of Scripted Affects, Branded Selves: Television, Subjectivity, and Capitalism in 1990s Japan, also published by Duke University Press. The Chinese Communist Party’s response to the wave of factory strikes in the early summer of 2010 has raised important questions about the role that labour plays in the transformation of world orders. In contrast to previous policies of repression towards labour unrest, these recent disputes centring round wages and working conditions have been met with a more permissive response on the part of the state, as the CCP ostensibly seeks to facilitate a transition away from a model of political economy based on ‘low-road’ labour relations and export dependence. Labour and Development in East Asia shows that such inter-linkages between labour, geopolitical transformations, and states’ developmental strategies have been much more central to East Asia’s development than has commonly been recognised. By adopting an explanatory framework of the labour-geopolitics-development nexus, the book theorises and provides an historical analysis of the formation and transformation of the East Asian regional political economy from the end of the Second World War to the present, with particular reference to Japan, South Korea, Taiwan and China. The unprecedented progress of East Asia Pacific is a triumph of working people. Countries that were low-income a generation ago successfully integrated into the global value chain, exploiting their labor-cost advantage. In 1990, the region held about a third of the world’s labor force. Leveraging this comparative advantage, the share of global GDP of emerging economies in East Asia Pacific grew from 7 percent in 1992 to 17 percent in 2011. Yet, the region now finds itself at a critical juncture. Work and its contribution to growth and well-being can no longer be taken for granted. The challenges range from high youth inactivity and rising inequality to binding skills shortages. A key underlying issue is economic informality, which constrains innovation and productivity, limits the tax base, and increases household vulnerability to shocks. Informality is both a consequence of stringent labor regulations and limited enforcement capacity. In several countries, de jure employment regulations are more stringent than in many parts of Europe. Even labor regulations set at reasonable levels but poorly implemented can aggravate the market failures they were designed to overcome. This report argues that the appropriate policy responses are to ensure macroeconomic stability, and in particular, a regulatory framework that encourages small- and medium-sized enterprises where most people in the region work. Mainly agrarian countries should focus on raising agricultural productivity. In urbanizing countries, good urban planning becomes critical. Pacific island countries will need to provide youth with human capital needed to succeed abroad as migrant workers. And, across the region, it is critical to ‘formalize’ more work, to increase the coverage of essential social protection, and to sustain productivity. To this end, policies should encourage mobility of labor and human capital, and not favor some forms of employment - for instance, full-time wage employment in manufacturing - over others, either implicitly or explicitly. Policies to increase growth and well-being from employment should instead reflect and support the dynamism and diversity of work forms across the region.

The rapid social change in the East Asia has brought great research attention on the family, education and political impacts. The growth trajectory of the next generation is exposed to an entirely different context owing to the dual effects of traditional and modern values as well as practices. This book provides an overall picture of the developmental trajectory of Taiwanese youth as a typical example in the region. The time frame is set from early adolescence (13years old) to young adulthood (22yeard old). Individual psychological well-being in its broad definition will be used as the outcome indicator to reflect significant developmental processes during this important transitional life course. Benefitted from the rare panel datasets conducted from 2000-2009, this book has two major focuses: one is to explore the interplay among family, school and community with regard to their influence on the individual growth patterns; the other is to highlight the potential constraint and/or strength of the prevailing social norms and values shared among East Asian societies. To be specific, different chapters will describe and analyze the life chances and growth patterns among youth with different social capitals (including family SES, educational achievement, rural-urban residence, etc.). Their short-term versus long-term outcome, as indicated by various psychological well-being variables (e.g., depressive symptoms, deviant or problem behaviors, happiness, edutional performance), will allow us to delineate the particular structural context that individual East Asian youth encounters and to offer constructive suggestions on family interaction, educational strategy as well as health related policies based on the scientific evidence. This book incorporates comparative reports from other East Asian societies, and from youth panel studies of Australia and the U.S.. The experience of their counter-part in the advanced societies will contribute to readers’ understanding of the particular social situation that East Asian youth is embedded in the growth process. In addition, comparative perspective will enable the reader to contemplate on the potential future development of the affluent generation in the region. Since changing social structure occurred in the last few decades in the East Asia has suffered inadequate investigation in the realm of family, education and community, this book provides timely information to fill up the gap. Analyses of the valuable dataset from early adolescents to young adults will attract those who are interested in family researches, in youth studies, in panel data analyses, as well as in the social development in Taiwan and in East Asia.

In the study of civil society and social movements, most cases are based in Western Europe and North America. These two areas of the world have similar histories and political ideals and structures in common which in turn, affect the structure of its civil society. In studying civil society in Asia, a different understanding of history, politics, and society is needed. The region’s long traditions of centralized, authoritarian states buttressed by Confucian and in some cases Communist ideologies may render this concept irrelevant. The chapters in this international volume cover most of the areas and countries traditionally defined as belonging to East Asia: Japan, Taiwan, South Korea, Hong Kong, Singapore and China. The case studies included in this volume confront the utility of using the Western concept of civil society, represented in its most active form – social movements – to think about East Asia popular politics. Along with providing an array of important case studies of social movements in East Asia, the introduction, chapters and conclusion in the book take up three major theoretical questions: the effect of the East Asian cultural, social and institutional context upon the mobilization, activities and outcomes of social movements in that region, the role of social movements in larger transformative processes, utility of Western social movement concepts in explaining social movements in East Asia.
