The Depth of My Footprints is about a five-year-old boy who tended cattle and watched over forlorn fields of millet in a remote and rugged area of the Zambezi Escarpment in southern Zambia and rose to become one of the most charismatic, powerful and intelligent Zambian Economist and global leader. After steering the seventy-one-member African Caribbean and Pacific (ACP) Group of States into the twenty-first century, Ng'andu was presented a medal by President Matthew Kerekou of Benin as a 'Commander of the Order of the Republic of Benin in recognition of the service rendered to the ACP-EU international community and to the negotiations for the historic twenty-year ACP-EU Cotonou Partnership Agreement'. Social Policy And Human Development In Zambia discusses social policy and human development endeavours in Zambia, including the various societal forces that converged on the country in both the pre-colonial and colonial periods and which later influenced post-colonial social policy initiatives. The pre-colonial era epitomised indigenous forms of social protection that safeguarded the well-being of Africans. Colonial rule, which was foreign in orientation, was geared towards meeting the needs of a small European settler population through social policy programmes. Most of the discussions in the book unfold in the setting of a post-colonial society. The central thesis of the book is that social policy and human development in Zambia are inextricably bound up with the political and economic forces in the country and that they constantly reinforce each other. Politics is taken as an important variable that legitimises the role of politicians and policy-makers in determining the development path of the country. Thus, their efficacy, lack of depth or ineptitude will be translated into the way public policies, including social policy, are formulated and implemented. Given the normative nature of social policy, it is argued that ideology plays a critical role in both its formulation and execution. This argument is brought home by showing how the socialist government in Zambia during the 1960s and 1970s relied upon ideology to marshal social policy towards the goal of national development. Light Manufacturing in Zambia shows that Zambia has the potential to become regionally competitive in several light manufacturing subsectors by leveraging its comparative advantage in natural resource industries such as agriculture, livestock, and forestry. Light Manufacturing in Zambia has several innovative features. First, it provides in-depth cost comparisons between Zambia and four other countries in Asia and Africa at sector and product levels. Second, the book uses a wide array of quantitative and qualitative techniques to identify key constraints to enterprises and to evaluate differences in the performance of firms across countries. Third, it uses a focused approach to identify country- and industry- specific constraints. Fourth, it highlights the interconnectedness of constraints and solutions. For example, solving the manufacturing input problem requires actions in agriculture, education, and infrastructure.
