The economic crisis that struck the world in 2008 has drastically altered the logic of international relations. Globalisation no longer benefits all the world's superpowers and they face an array of global problems that are causing division between nations. A win-win world is giving way to a zero-sum world. Zero-sum logic, in which one country's gain looks like another's loss, has prevented the world from reaching an agreement to fight climate change and threatens to create a global economic stalemate. These new tensions are intensified by the emergence of dangerous political and economic problems that risk provoking wars, environmental catastrophe and ever-deeper debilitating economic crises. This timely and important book argues that international politics is about become much more volatile - and sets out what can be done to break away from the crippling logic of a zero-sum world.

2021 Foreword INDIES Gold Winner for War & History Why have the major post-9/11 US military interventions turned into quagmires? Despite huge power imbalances in the United States' favor, significant capacity-building efforts, and repeated tactical victories by what many observers call the world's best military, the wars in Afghanistan and Iraq turned intractable. The US government's fixation on zero-sum, decisive victory in these conflicts is a key reason why military operations to overthrow two developing-world regimes failed to successfully achieve favorable and durable outcomes. In Zero-Sum Victory, retired US Army colonel Christopher D. Kolenda identifies three interrelated problems that have emerged from the government's insistence on zero-sum victory. First, the US government has no organized way to measure successful outcomes other than a decisive military victory, and thus, selects strategies that overestimate the possibility of such an outcome. Second, the United States is slow to recognize and modify or abandon losing strategies; in both cases, US officials believe their strategies are working, even as the situation deteriorates. Third, once the United States decides to withdraw, bargaining asymmetries and disconnects in strategy undermine the prospects for a successful transition or negotiated outcome. Relying on historic examples and personal experience, Kolenda draws thought-provoking and actionable conclusions about the utility of American military power in the contemporary world—insights that serve as a starting point for future scholarship as well as for important national security reforms.

Someone who can reach directly into people’s minds and twist their brains into Moebius strips. Someone intent on becoming the world’s puppet master. Cas should run, like she usually does, but for once she's involved. There’s only one problem... She doesn’t know which of her thoughts are her own anymore. LONGLISTED FOR THE NATIONAL BOOK AWARD 'With intelligence and care (as well as with a trove of sometimes heartbreaking and sometimes heart-opening true stories) Heather McGhee shows us what racism has cost all of us' - Elizabeth Gilbert Picked for the Financial Times Summer Books by Gillian Tett What would make a society drain its public swimming baths and fill them with concrete rather than opening them to everyone? Economics researcher Heather McGhee sets out across America to learn why white voters so often act against their own interests. Why do they block changes that would help them, and even destroy their own advantages, whenever people of colour also stand to benefit? Their tragedy is that they believe they can't win unless somebody else loses. But this is a lie. McGhee marshals overwhelming economic evidence, and a profound well of empathy, to reveal the surprising truth: even racists lose out under white supremacy. And US racism is everybody's problem. As McGhee shows, it was bigoted lending policies that laid the ground for the 2008 financial crisis. There can be little prospect of tackling global climate change until America's zero-sum delusions are defeated. The Sum of Us offers a priceless insight into the workings of prejudice, and a timely invitation to solidarity among all humans, 'to piece together a new story of who we could be to one another'.

By shifting American security policy away from maximizing military power for the United States and toward maximizing human security for all, policymakers and citizens can also maximize national security for the United States and sustainable peace for the world. Why do war and political violence persist? Political realists argue that violent conflict and the struggle for power are inherent in the international system, and there is little we can do but manage it. However, as Robert Johansen argues in this path-breaking work, there are other ways forward. In Where the Evidence Leads, Johansen develops an "empirical realist" theory to enable the United Sates to respond more effectively to rising security threats. Together, peace research and security studies show that more security benefits are likely to result from maximizing the "causes" or correlates of peace than from maximizing military power. Ironically, a global grand strategy for human security, with national security folded into it, is likely to produce more security for the United States than a national security strategy. Peace reigns when states implement peace correlates, which range from addressing all nations' security fears to making life more predictable through better global governance. This approach, respectful of forgotten insights from Hans Morgenthau and others, revolutionizes thinking about national security policy by bringing it into a human security framework. The analysis shows that the anarchic, militarized balance-of-power system can be gradually changed with help from enhanced lawmaking, enforcement, and governance capacities. This thought-provoking book builds bridges between past policies-many of which have failed-and more deft ways of handling new realities that focus on building peace. In a world of threats, this book opens doors onto a future of sustainable peace, security, and hope.

One of our most prescient political observers provides a sobering account of how pitched battles over scarce resources will increasingly define American politics in the coming years—and how we might avoid, or at least mitigate, the damage from these ideological and economic battles. In a matter of just three years, a bitter struggle over limited resources has enveloped political discourse at every level in the United States. Fights between haves and have-nots over health care, unemployment benefits, funding for mortgage write-downs, economic stimulus legislation—and, at the local level, over cuts in police protection, garbage collection, and in the number of teachers—have dominated the debate. Elected officials are being forced to make zero-sum choices—or worse, choices with no winners. Resource competition between Democrats and Republicans has left each side determined to protect what it has at the expense of the other. The major issues of the next few years—long-term deficit reduction; entitlement reform, notably of Social Security, Medicare, and Medicaid; major cuts in defense spending; and difficulty in financing a continuation of American international involvement—suggest that your-gain-is-my-loss politics will inevitably intensify.

The end of the unipolar moment completes the passing of a Western era that was prolonged for half a century when the United States took over for a defeated and exhausted group of European states after World War II. Distinguished scholar Simon Serfaty vigorously argues that while it is possible, and even desirable, to acknowledge the passing of the Western era, it is exaggerated to present it as an irreversible decline of the West relative to an irresistible rise of the Rest. Rather, he shows that the unfolding post-Western moment will be messy. In addition to the United States and the states of Europe as a Union, the new cast of significant powers will involve a dozen or more countries: emerging powers like China and India, postimperial powers such as Japan and Russia, new influentials like Brazil and Turkey, pivot states like Egypt and Pakistan, nuisance states like Iran, failed or failing states like North Korea and Sudan, and others. Echoes of a Sarajevo moment played out this time in the greater Middle East, the new global Balkans for the twenty-first century. But Serfaty convincingly contends that even during a zero-polar moment of geopolitical transition, American power remains superior, and thus indispensable though no longer decisive; Western power stands on top and thus is inescapable though no longer exclusive; and even as the Rest gains broadly in stature and reach it is unlikely to achieve preponderance any time soon. This powerful and provocative book should be read by all who share a deep concern for the future of America—and a recast world.

This book directly focuses on finding optimal trading strategies in the real world and supports that with a well-defined theoretical foundation that allows trading strategy problems to be solved. Critically, it also delivers a menu of actual solutions that can be applied by traders with various risk profiles and objectives in markets that exhibit substantial tail risk. It shows how the Markowitz approach leads to excessive risk taking, and trader underperformance, in the real world. It summarizes the key features of Utility Theory, the deficiencies of the Sharpe Ratio as a statistic, and develops an optimal decision theory with fully developed examples for both 'Normal' and leptokurtotic distributions.
