"The British opium trade along China’s seacoast has come to symbolize China’s century-long descent into political and social chaos. In the standard historical narrative, opium is the primary medium through which China encountered the economic, social, and political institutions of the West. Opium, however, was not a Sino–British problem confined to southeastern China. It was, rather, an empire-wide crisis, and its spread among an ethnically diverse populace created regionally and culturally distinct problems of control for the Qing state. This book examines the crisis from the perspective of Qing prohibition efforts. The author argues that opium prohibition, and not the opium wars, was genuinely imperial in scale and is hence much more representative of the actual drug problem faced by Qing administrators. The study of prohibition also permits a more comprehensive and accurate observation of the economics and criminology of opium. The Qing drug traffic involved the domestic production, distribution, and consumption of opium. A balanced examination of the opium market and state anti-drug policy in terms of prohibition reveals the importance of the empire’s landlocked western frontier regions, which were the domestic production centers, in what has previously been considered an essentially coastal problem."

For more than half a century many Uyghurs, members of a Muslim minority in northwestern China, have sought to achieve greater autonomy or outright independence. Yet the Chinese government has consistently resisted these efforts, countering with repression and a sophisticated strategy of state-sanctioned propaganda emphasizing interethnic harmony and Chinese nationalism. After decades of struggle, Uyghurs remain passionate about establishing and expanding their power within government, and China's leaders continue to push back, refusing to concede any physical or political ground. Beginning with the history of Xinjiang and its unique population of Chinese Muslims, Gardner Bovingdon follows fifty years of Uyghur discontent, particularly the development of individual and collective acts of resistance since 1949, as well as the role of various transnational organizations in cultivating dissent. Bovingdon's work provides fresh insight into the practices of nation building and nation challenging, not only in relation to Xinjiang but also in reference to other regions of conflict. His work highlights the influence of international institutions on growing regional autonomy and underscores the role of representation in nationalist politics, as well as the local, regional, and global implications of the "war on terror" on antistate movements. As analysis of the revenue available to Qing garrisons in Xinjiang reveals, imperial control over the region in the eighteenth and nineteenth centuries depended upon sizeable yearly subsidies from China. In an effort to satisfy criticism of their expansion into Xinjiang and make the territory pay for itself, the Qing court permitted local authorities great latitude in fiscal matters and encouraged the presence of Han and Chinese Muslim merchants. At the same time, the court recognized the potential for unrest posed by Chinese mercantile penetration of this Muslim, Turkic-speaking area. They consequently attempted, through administrative and legal means, to defend the native Uyghur population against economic depredation. This ethnic policy reflected a conception of the realm that was not Sinocentric, but rather placed the Uyghur on a par with Han Chinese. Both this ethnic policy and Xinjiang’s place in the realm shifted following a series of invasions from western Turkestan starting in the 1820’s. Because of the economic importance of Chinese merchants and the efficacy of merchant militia in Xinjiang, the Qing court revised its policies in their favor, for the first time allowing permanent Han settlement in the area. At the same time, the court began to advocate provincehood and the Sinicization of Xinjiang as a resolution to the perennial security problem. These shifts, the author argues, marked the beginning of a reconception of China to include Inner Asian lands and peoples—a notion that would, by the twentieth century, become a deeply held tenet of Chinese nationalism.
