Studienarbeit aus dem Jahr 2005 im Fachbereich Politik - Internationale Politik - Thema: Europäische Union, Eberhard-Karls-Universität Tübingen, Veranstaltung: Europäische Integration: Theorien und Forschungsfragen, Sprache: Deutsch, Abstract: In der vorliegenden Hausarbeit befasse ich mich mit der Frage, welche politisch-historischen Grundlagen vorhanden sind, die eine Ausrichtung der EU auf das Leitbild des supranationalen Bundesstaats oder alternativ des lockeren Staatenbunds erkennen lassen. Ich konzentriere mich dabei auf institutionelle Neuerungen und Vertragswerke, die diese Neuerungen bewirkten, sowie auf Ideen und Konzeptionen, die in der Geschichte Europas nicht genügend Unterstützung zur Durchsetzung fanden. Die Analyse wird im Rahmen der föderalen Integrationstheorie geschehen, welche den europäischen Einigungsprozess als einen stufenweise voranschreitenden Kompetenztransfer von der Subebene auf die übergeordnete Ebene betrachtet, der - nach dem Modell des kooperativen Föderalismus - von einer Beteiligung der Subebene am Entscheidungsfindungsprozess der übergeordneten Ebene begleitet wird. In einem ersten Teil werde ich den Sinn von Konzepten begründen und den Begriff der Europäischen Integration in Abgrenzung zu dem der Europäisierung definieren. Der zweite Teil befasst sich mit dem Begriff des Föderalismus, wobei auch auf die verschiedenen Verständnisarten hingewiesen wird, die innerhalb der Staatengemeinschaft existieren. Es werden des Weiteren die historische Herkunft seiner Merkmale benannt und die Bandbreite föderaler Organisationsformen anhand von Schultzes bipolarem Kontinuum dargestellt. Im dritten Teil untersuche ich, chronologisch vorgehend, die Entwicklung der EU und ihrer Vorläuferorganisationen entlang der sich gleichzeitig herausbildenden und wandelnden Föderalismustheorie. Die Frage, ob die EU in ihrem heutigen Zustand eher einem lockeren Staatenbund oder einem supranationalen Bundesstaat gleicht, muss mit einem "weder noch" beantwortet
