Inhaltsangabe:Einleitung: Gegenstand und Erkenntnisinteresse der Untersuchung: Always solidly rooted but flexible enough to bend whichever way the wind blows in order to survive Dieses alte siamesische Sprichwort ist laut dem Historiker Arne Kislenko charakteristisch für die traditionelle Auswärtige Politik Thailands, die vereinfachend als bamboo diplomacy oder bamboo in the wind bezeichnet wird. Hier wir eine pragmatische Haltung hinsichtlich der Pflege internationalen Beziehungen deutlich, welche von den politischen Akteuren als einzigartiges Merkmal thailändischer Außenpolitik kultiviert wurde. Darüber hinaus liegt diesem Konzept ein Selbstverständnis zugrunde, das tief in der thailändischen Gesellschaft verankert ist. So gilt zum Beispiel die Tatsache, dass Thailand das einzige Land in Südostasien ist, welches nie kolonialisiert wurde, als eine der wichtigsten Errungenschaften dieser undogmatischen Außenpolitik und ist darüber hinaus ist ein von der politischen Elite häufig kommunizierter Bestandteil der thailändischen Identität. Neben dem Vermeiden einer Kolonialisierung bildeten weitere, ähnlich prägende historische Erfahrungen, sowie die damit verbundene, ausgeprägte Flexibilität thailändischer Diplomatie, den Bezugspunkt und die Basis für eine rationale Politik, die die Wahrung der territorialen Integrität und nationalen Souveränität als höchsten außenpolitische Ziele festsetzte. Um diese Interessen zu sichern, bediente sich Thailand, in einer günstigen geografischen Lage auf dem südostasiatischen Festland, traditionell dem Mittel der Bildung von Allianzen mit dem jeweilig stärksten Partner in der Region um sich der aktuellen politischen Lage anzupassen. Die außenpolitischen Interessen wurden stark von einer, auf sozialen Normen (lakpatibat) beruhenden thailändischen Identität - Thainess (khwampenthai) - geprägt, die seit jeher versuchte das Gleichgewicht zu internationalen westlichen Normen (lakpatibat rawangprathet) zu finden. In 1975, M.R. Kurkrit Pramoj met Mao Zedong, marking the eventual establishment of diplomatic relations and a discursive rupture with the previous narrative of Communist powers as an existential threat. This book critically interrogates the birth of bamboo (bending with the wind) diplomacy and the politics of Thai détente with Russia and China in the long 1970s (1968–80). By 1968, Thailand was encountering discursive anxiety amid the prospect of American retrenchment from the Indo-Pacific region. As such, Thailand developed a new discourse of détente to make sense of the rapidly changing world politics and replace the hegemonic discourse of anticommunism. By doing so, it created a political struggle between the old and new discourses. Jittipat Poonkham also argues that bamboo diplomacy – previously seen as a classic and continual ‘tradition’ of Thai-style diplomacy – had its origins in Thai détente and has become the metanarrative of Thai diplomacy since then. Based on a genealogical approach and multi‑archival research, this book examines three key episodes of Thai détente: Thanat Khoman (1968–71), M.R. Kukrit Pramoj (1975–76), and General Kriangsak Chomanan (1977–80). This transformation was represented in numerous diplomatic/discursive practices, such as ping‑pong diplomacy, petro‑diplomacy, trade and cultural diplomacy, and normal visits.

From 2001 to 2006, Prime Minister Thaksin Shinawatra transformed Thailand's international role from one of obscurity into a kind of regional hegemon. Thaksin's diplomatic ambitions were reflected in his myriad of grandiose foreign policy initiatives, designed to locate Thailand at the forefront of regional politics and reinstall the Thai sphere of influence over weaker neighbouring states. He abolished the traditional bending-with-the-wind foreign policy, revamped the Thai Foreign Ministry, and empowered Thai envoys through the CEO Ambassadors programme. But in this process, Thaksin was accused of exploiting foreign policy to enrich his business empire. Thaksin's reinvention of Thailand as an up-and-coming regional power was therefore tainted by conflicts of interest and the absence of ethical principles in the country's foreign policy.

How and why was it possible for a small state such as Thailand to challenge great powers France and Japan during the Second World War? Putting ontological security theory into dialogue with status seeking approaches, Charoenvattananukul uses a case study of Thailand in the early 1940s to interrogate the dynamics and logic of a small state foreign policy. During this period, Thailand’s foreign policy can appear to be surprising, if viewed through a lens of survival imperatives which would assume that passivity towards more powerful states is the optimal policy. As the majority of states are small- and medium-sized it is very important to understand the imperatives that drive such states, especially in their interactions with great powers. In applying these frameworks to a small state, this book makes a unique and valuable contribution to the field of international relations theory. Scholars often use the term "structural corruption" when discussing modern Japan's political system--a system that forces politicians to exchange favors with businessmen in return for funds to finance their political careers. Scholars argue that the origins of corruption can be found in the "iron triangles" formed by politicians, bureaucrats, and businessmen during the postwar era or during the Pacific War years. In this examination of malfeasance in Japanese public office, Richard Mitchell systematically surveys political bribery in Japan's historical and cultural contexts from antiquity to the early 1900s. Mitchell's narrative serially considers scandals involving courtiers in the ancient imperial government, corruption among the shogun's samurai officials, and political bribery among bureaucrats and party politicians in the mid-nineteenth century. Mitchell concludes that bribery was as ubiquitous in premodern Japan as it has been in recent times. Focusing on the period since 1868, Mitchell discusses in fascinating detail changes in political bribery in the wake of suffrage expansion, estimates of the enormous amount of campaign money needed to win a Diet seat in both the prewar and postwar periods, and the low conviction rate of suspected takers of bribes.
