Der linksliberale Erzdemokrat Ludwig Quidde (1858-1941) war ab dem Ersten Weltkrieg 15 Jahre lang Vorsitzender der Deutschen Friedensgesellschaft und erhielt 1927 den Friedensnobelpreis. Er schrieb schon 1893 die heute leider wieder hochaktuelle Warnung: "Jede Stärkung des Militarismus kommt schließlich reaktionären Bestrebungen zugute, und will man einer freieren Auffassung im Staatswesen die Bahn öffnen, so muss man entschlossen den Militarismus angreifen; denn in ihm steckt der Kern und der Halt des im Grunde doch noch immer halbdespotischen Systems. ... Mit dem brutalen Übermute des Siegers wird der Militarismus unserem Kulturleben, der bürgerlichen Gesellschaft und der Freiheit den Fuß auf den Nacken setzen und wird unser wirtschaftliches Leben für seine Zwecke ausnützen." Die Schulen in Deutschland waren in einem erbärmlichen Zustand. Überall im zivilen Bereich wurde gespart. Doch wenn es um Ausgaben für die Massenmordtechnologien des Militärs ging, konnte das Geld von den Regierenden stets ohne Begrenzung umgeleitet werden. Die hier vorgelegte Sammlung enthält vier Schriften Quiddes über Kriegsideologie und Pazifismus: "Der Militarismus im heutigen Deutschen Reich" (1893); "Caligula" (Skandal-Satire, 1894); "Geschichte des Pazifismus" (Überblick, 1922); "Im Kampf gegen Cäsarismus und Byzantinismus im Kaiserlichen Deutschland" (Erinnerungen, 1926). Imperial Germany's governing elite frequently sought to censor literature that threatened established political, social, religious, and moral norms in the name of public peace, order, and security. It claimed and exercised a prerogative to intervene in literary life that was broader than that of its Western neighbors, but still not broad enough to prevent the literary community from challenging and subverting many of the social norms the state was most determined to defend. This study is the first systematic analysis in any language of state censorship of literature and theater in imperial Germany (1871-1918). To assess the role that formal state controls played in German literary and political life during this period, it examines the intent, function, contested legal basis, institutions, and everyday operations of literary censorship as well as its effectiveness and its impact on authors, publishers, and theater directors.
