Ces dernières années, conformément à la stratégie d’internationalisation de la Chine (« Going Out ») annoncée en 2000, les activités d’investissement de ce pays à l’étranger ont connu une augmentation forte et de plus en plus rapide. Fin 2009, la valeur totale des investissements directs de la Chine à l’étranger (IDE dits « sortants ») avait atteint 5,6 milliards d’USD. Cette tendance s’explique par l’important rôle de soutien des stratégies qui encouragent les entreprises chinoises à investir à l’international et leur facilitent la tâche. Le présent document de travail résume ces politiques en analysant leur évolution dans le temps, et cerne les causes principales des changements. Il dégage aussi quelques questions de recherche fondamentales utiles pour approfondir notre connaissance des impacts du commerce et des investissements chinois en Afrique. Le projet « Commerce et investissements chinois en Afrique : évaluation et gestion des compromis pour les économies nationales, les moyens de subsistance locaux et les écosystèmes forestiers » lancé en mars 2010 vise à mieux comprendre les impacts sociaux, économiques et environnementaux des investissements chinois en produits de base ou dans les secteurs ayant une incidence sur les forêts et la subsistance des populations africaines (par ex. bois, mines, agriculture), et aussi à renforcer les capacités des décideurs publics, de la société civile et du secteur privé à mener les réformes qui maximisent les avantages sociaux et économiques, tout en minimisant les effets négatifs.
