Our thinking is inhabited by images-images of sometimes curious and overwhelming power. The mushroom cloud, weird rays that can transform the flesh, the twilight world following a nuclear war, the white city of the future, the brilliant but mad scientist who plots to destroy the world-all these images and more relate to nuclear energy, but that is not their only common bond. Decades before the first atom bomb exploded, a web of symbols with surprising linkages was fully formed in the public mind. The strange kinship of these symbols can be traced back, not only to medieval symbolism, but still deeper into experiences common to all of us. This is a disturbing book: it shows that much of what we believe about nuclear energy is not based on facts, but on a complex tangle of imagery suffused with emotions and rooted in the distant past. Nuclear Fear is the first work to explore all the symbolism attached to nuclear bombs, and to civilian nuclear energy as well, employing the powerful tools of history as well as findings from psychology, sociology, and even anthropology. The author, a historian who also holds a Ph.D. in physics, has been able to separate genuine scientific knowledge about nuclear energy and radiation from the luxuriant mythology that obscures them. There is a long tradition of opposition to war and organized peace campaigns date from 1815. Since 1945, however, modern weapons technology has threatened world wide destruction and has stimulated widespread protests. This book sketches in the background of thinking about peace and resistance to war before 1945, and then examines how public opposition to nuclear weapons and testing grew in the 1950s and early 1960s. Later chapters cover the major ressurgence of nuclear disarmament campaigns in the 1980s. The book also looks at how peace protest has spread from its origins in North America and North West Europe to embrace many parts of the world; opposition to nuclear testing has indeed been particularly strong in Japan, Australia, New Zealand and the Pacific islands. The period 1945 to 1990 was dominated by the Cold War between the USA and USSR, and the role of the Soviet-sponsored World Peace Council caused difficulties for indeptendent peace groups in the West. During the 1980s the emergence of autonomous peace activity in a number of East European countries, and even on a very small scale in the USSR itself, transformed the possibilities for East-West co-operation between citizens to urge disarmament and political change. A chapter examines these developments. Opposition to all forms of militarism has spread in the last 30 years. This book charts the struggles to extend the right to conscientious objection to military service, and draft resistance to particular wars - for example in Southern Africa and Israel. It also looks in some detail at the growing opposition to the war in the Vietnam. The recent protests against the Gulf War are surveyed briefly in an epilogue.

A new model for effective global environmental governance in an era of human-caused planetary transformation and disruption. Humans are no longer spectators who need to adapt to their natural environment. Our impact on the earth has caused changes that are outside the range of natural variability and are equivalent to such major geological disruptions as ice ages. Some scientists argue that we have entered a new epoch in planetary history: the Anthropocene. In such an era of planet-wide transformation, we need a new model for planet-wide environmental politics. In this book, Frank Biermann proposes “earth system” governance as just such a new paradigm. Biermann offers both analytical and normative perspectives. He provides detailed analysis of global environmental politics in terms of five dimensions of effective governance: agency, particularly agency beyond that of state actors; architecture of governance, from local to global levels; accountability and legitimacy; equitable allocation of resources; and adaptiveness of governance systems. Biermann goes on to offer a wide range of policy proposals for future environmental governance and a revitalized United Nations, including the establishment of a World Environment Organization and a UN Sustainable Development Council, new mechanisms for strengthened representation of civil society and scientists in global decision making, innovative systems of qualified majority voting in multilateral negotiations, and novel institutions to protect those impacted by global change. Drawing on ten years of research, Biermann formulates earth system governance as an empirical reality and a political necessity.
