Garcia de Orta’s Colloquies on the Simples and Drugs of India (1563) was one of the first books to take advantage of the close relationship between medicine, trade and empire in the early modern period. The book was printed in Goa, the capital of the Portuguese empire in the East, and the city where the author, a Portuguese physician of Jewish ancestry, lived for almost thirty years. It presents a vast array of medical information on various drugs, spices, plants, fruits and minerals native to India or adjoining territories. In addition, it includes information concerning indigenous methods of healing as well as a far-reaching assessment of ancient and modern authors on Asian materia medica. Orta’s book had a market in Asia but was particularly valuable to a European audience. It soon attracted the attention of various European authors and printers by providing the basis for adaptations, commentaries and editions in various languages, prompting a successful and complex trail of medical knowledge in transit. The drug control regime established by the international community has not succeeded in curbing either the demand for, or the offer of, narcotics. Throughout Europe - from town halls and regional governments, through national Parliaments and ministries, to the high institutions of the European Union - there runs a vigorous debate on organised crime, municipal safety and private conduct. Drug problems and what to do about them often occupy center-stage at these debates. Throughout the 1990s the focus of legal attention has been primarily on the criminal law. New criminal offenses have been created, partly in response to influences 'from above' (from international and European agreements) and partly in response to pressure 'from below' (concerns of citizens at national and sub-national levels). But although criminal law certainly is important as far as the development of drug controls is concerned, it is by no means the whole story. There is a parallel history, a regulatory one, consisting of the increasing use of administrative measures, some of which are directly concerned with drugs while others are more general but equally applicable. These responses, together with civil law, variously function as adjuncts to criminal law or as alternatives to it, in relation to drug trafficking at European and national levels, drug-related public nuisance as it concerns citizens at municipal level, and drug users. After charting existing measures in the legal orders of Member states and of the Community, Regulating European Drug Problems looks at prospects for administrative drug controls after Amsterdam - in the context of the development of the Single Market, cooperation against crime and insecurity, subsidiarity, and human rights. At a practical level, the study offers provocative ideas to policy-makers and administrators working at the intersection of city-level, national, and European responses to drugs. In 1511, a Portuguese expedition under the command of Afonso de Albuquerque arrived on the shores of Malacca, taking control of the prosperous Malayan port-city after a swift military campaign. Portugal, a peripheral but then technologically advanced country in southwestern Europe since the latter fifteenth century, had been in the process of establishing solid outposts all along Asia's litoral in order to participate in the most active and profitable maritime trading routes of the day. As it turned out, the Portuguese presence and influence in the Malayan Peninsula and elsewhere in continental and insular Asia expanded far beyond the sphere of commerce and extended over time well into the twenty-first century. Five hundred years later, a conference held in Singapore brought together a large group of scholars from widely different national, academic and disciplinary contexts, to analyse and discuss the intricate consequences of Portuguese interactions in Asia over the longue duree. The result of these discussions is a stimulating set of case studies that, as a rule, combine original archival and/or field research with innovative historiographical perspectives. Luso-Asian communities, real and imagined, and Luso-Asian heritage, material and symbolic, are studied with depth and insight.
