Lebanon hosts the highest number of refugees per capita worldwide and is central to European policies of outsourcing migration management. Hybrid Political Order and the Politics of Uncertainty is the first book to critically and comprehensively explore the parallels between the country’s engagement with the recent Syrian refugee influx and the more protracted Palestinian presence. Drawing on fieldwork, qualitative case-studies, and critical policy analysis, it questions the dominant idea that the haphazardness, inconsistency, and fragmentation of refugee governance are only the result of forced displacement or host state fragility and the related capacity problems. It demonstrates that the endemic ambiguity that determines refugee governance also results from a lack of political will to create coherent and comprehensive rules of engagement to address refugee ‘crises.’ Building on emerging literatures in the fields of critical refugee studies, hybrid governance, and ignorance studies, it proposes an innovative conceptual framework to capture the spatial, temporal, and procedural dimensions of the uncertainty that refugees face and to tease out the strategic components of the reproduction and extension of such informality, liminality, and exceptionalism. In developing the notion of a ‘politics of uncertainty,’ ambiguity is explored as a component of a governmentality that enables the control, exploitation, and expulsion of refugees. The Iraqi Popular Mobilization Units has recently completed its transformation from a loose coalition of militant group groups to a semi-state actor, entrenched in Iraqi state institutions thanks to the large victory of a number of its leaders in the recent Iraqi elections under the label of the Fateh Coalition. The PMU emerged in 2014 when it conglomerated a number of substrate armed groups under the banner of the Hashd al-Shaabi at the behest of the prime minister, Nouri Maliki Al-Maliki and after a call by the country’s highest Shiite cleric, Ayatollah Ali Sistani, to fight the escalating terror of the so-called caliphate. The emergence of this new non-state armed actor in a country was sectarian rivalries are historically high and where power centers are traditionally weak triggered a large debate within the think tank world, with many experts labeling the PMU as an Iranian proxy. However, this report will show that while a segment of the PMU falls within Iran’s larger regional security program, a Hezbollization as a whole of the PMU will represent a challenge for Iran due to local Iraqi dynamics, the financial and ideological independence and new-found pragmatism shown by influential Iraqi figures and the competition within the pro-Iran militant groups. Based on a series of interviews with PMU commanders in Iraq and local and international experts, this report will look at the evolution of the PMU and the impact of its integration within the state apparatus.

The abduction of Western citizens by Hizb'Allah was motivated either by internal organisational requirements or in alignment with Syrian and Iranian interests, and mechanisms for the resolution of the hostage-crisis were subject to continuous interaction between Hizb'Allah, Iran, and Syria influenced by internal Lebanese, regional, and international events. The Western responses to the hostage-crisis showed limited effectiveness as the crisis management techniques were poorly adjusted in timing and direction to the actual crisis environment. With the exception of the French response, the overall employment of Western crisis management techniques showed disregard for the opportunities and constraints in the fluctuating relationship between Syria and Iran as well as the political environment within Lebanon which the Hizb'allah operates and exists. This was clear by their failure to rely on either Iran or Syria as the only channel in negotiations over hostages without regard to their individual ability to exert its influence over the Lebanese movement in accordance with shifts in their ties to Hizb'allah's command leadership between 1987-1991 and to the status of the Iranian-Syrian relationship over time, as displayed by the friction between 1986-92. This study provides a new approach in the study of terrorism by merging a case-study of the dynamics of the Lebanese hostage-crisis with an evaluation of Western responses through crisis management techniques in order to more closely resolve the dilemma of the fulfilment of these states' duty to protect their citizens taken hostage abroad, without major sacrifices in the conduct of foreign policy.

"Issues relating to political Islam continue to present challenges to European foreign policies in the Middle East and North Africa. In this volume, European and regional experts analyse trends driving the radicalisation of political Islam as well as the contrary trend of de-radicalisation observed in some countries where Islamist parties have secured democratic political participation. The question underlying the book is whether the ED should engage more specifically with the 'moderate' Islamist parties, and at least recognise radical Islamist movements that achieve democratic electoral success and legitimacy, such as the Palestinian Hamas. Current EU policies are largely negative on both accounts.
