Annette Ranko analyses the Muslim Brotherhood’s challenging of the Mubarak regime and the ensuing struggle between the two from 1981 to 2011. She furthermore traces how the group evolved throughout the process of that struggle. She studies how the Brotherhood’s portrayal of itself as an attractive alternative to the regime provoked the Mubarak regime to level anti-Brotherhood propaganda in the state-run media in order to contain the group’s appeal amongst the public. The author shows how the regime’s portrayal of the Brotherhood and the Brotherhood’s engagement with it have evolved over time, and how this ideational interplay has combined with structural institutional aspects in shaping the group’s behaviour and ideology.

Studienarbeit aus dem Jahr 2008 im Fachbereich Politik - Region: Afrika, Note: 1,3, Helmut-Schmidt-Universität - Universität der Bundeswehr Hamburg, Sprache: Deutsch, Abstract: Ziel dieser Arbeit ist es zu untersuchen, wie das politische System Ägyptens unter dem seit 1981 amtierenden Präsidenten Hosni Mubarak beschaffen ist, und welchen Einfluss die islamistische Organisation der Muslimbruderschaft darauf hat. Ein ebenso wichtiger Aspekt ist die Untersuchung der Ausgeprägtheit des Regimecharakters unter Präsident Mubarak. Es müssen also folgende Fragen untersucht werden: Wie ist das politische System Ägyptens unter Hosni Mubarak aufgebaut? Wie ausgeprägt ist das Regime, lassen sich überhaupt noch Transitionsprozesse erkennen oder sind jegliche demokratischen Tendenzen durch die Notstandsgesetzgebung Mubaraks ad absurdum geführt worden? Welchen Einfluss und welches demokratische Potential haben islamistische Organisationen wie die Muslimbruderschaft auf die Gesellschaft und auf die Regierung, vor allem im Bezug auf ihre oppositionelle Macht? Um diesen Fragen auf den Grund gehen zu können ist es wichtig, zunächst im zweiten Kapitel der Arbeit das ägyptische Regierungssystem in seiner aktuellen Form zu beleuchten. Hierzu soll ein Überblick über die Regierung Ägyptens unter Hosni Mubarak, über die ägyptische Verfassung und deren Bestand, sowie über das Kabinett und die Parteien gegeben werden. Es wird während der Arbeit darauf verzichtet, die Entstehungsgeschichte des politischen Systems in Ägypten zu beleuchten, da die aktuelle Ausprägung des Regimes unter Mubarak Untersuchungsgegenstand der Arbeit ist. Der Darstellung der ägyptischen Regierung folgt eine Betrachtung der ägyptischen Regierungspraxis. Hier sollen vor allem die Partizipationsprozesse der Gesellschaft sowie die politische Praxis und Arbeitsweise der Regierung dargestellt und auf den vorhandenen Regimecharakter geprüft werden. Ebenso soll hier verdeutlicht werden, ob die im zweiten Kapitel dargestellten Parteien als Opposition betrachtet werden können. Um nun den Einfluss islamistischer Organisationen, auch und vor allem im Hinblick auf eine mögliche Opposition, überprüfen zu können, folgt eine Analyse der Muslimbruderschaft. Hierzu werden deren Entwicklung sowie deren Einfluss auf die ägyptische Regierungspraxis untersucht und analysiert. Schließlich sollen die oben gestellten Fragen im Fazit beantwortet werden und ein Ausblick über mögliche Entwicklungen, nach der Ära Mubarak, folgen.
