Based on seven years of original research, this book contains one of the most detailed and comprehensive assessments of 'home-grown' Islamist terrorism (HGIT) in the US and UK to date. Beginning with an examination of the development of militant networks during the 1980s and 1990s, it traces the origins of HGIT and highlights the significance of these early experiences in different countries for shaping the future trajectory of the threat. The book also examines the range of motivations for violent jihad in the West, suggesting a composite theoretical model that specifies three 'necessary' conditions for involvement and challenges popular explanations for differential rates of terrorism which emphasize socioeconomic factors.The book analyzes the background and operational activities of nearly 800 American and British jihadis who mobilized between 1980 and September 11th 2013, including factors such as mental health, education, processes of radicalization, leadership, use of the Internet, sources of funding and links to foreign terrorist organizations. This book is part of the NATO Science for Peace and Security Series - E: Human and Societal Dynamics and is based upon the presentations of a NATO Research Workshop by the same title. There are many recent examples of terrorist acts committed by radicalised Europeans with an immigrant heritage: in 2004 the Dutch filmmaker Theo Van Gogh was assassinated, by a Dutch citizen from Morocco origins, because he produced a movie portraying Islam in an unconventional manner. The same year in the United Kingdom, the police foiled a potential terrorist attack and arrested eight men, all of whom were British citizens of Pakistani descent. Why some individuals with a migrant background become radicalised? Issues about marginalisation, societal exclusion, lack of integration, feelings of isolation, powerlessness and humiliation are all part of the problem. No amount of military or other coercive action will, in itself, do the trick of countering terrorism effectively without remedial action based upon a thorough knowledge of the underlying processes involved. This book is meant to be a small but significant step in that direction. The powerful story of how the War on Terror created the conditions for the emergence of a novel theory of jihad. The post-9/11 period saw the emergence of the figure of the homegrown radical Muslim, raising fears and worries about the possibility of an enemy exceptionally capable of harming and destabilizing the nation-state. Against this figure of the radical stood that of the moderate Muslim who represented the possibility of national unity despite religious and racial differences. In Homegrown Radicals, Youcef Soufi brings the radical and moderate Muslim together in uneasy tension, offering a study into how state violence inextricably tied them together in post-9/11 Canada and the US. By focusing on the radicalization of three Muslim students on the Canadian prairies, it traces North American Muslims’ general sense of affective injury over the loss of Muslim life in Western military campaigns overseas. In this context, a new theory of jihad rooted in a Muslim utopian imagination emerged, one that marked a significant rupture with premodern Islamic thought. The three “radicals” focused upon in this book were among thousands of Anglophone Muslims who found this new theory compelling as a diagnosis and solution to the violence unleashed in the War on Terror. The book examines how, why, and with what consequences for their families, friends, and Muslim community. In so doing it highlights that post 9/11 Islamophobia has operated through the conceptual blurring of the line between the “moderate” and “radical” Muslims and asks what alternative forms of solidarity may transcend the violent boundaries of the nation-state.
