In l933, Alice Tisdale Hobart wife of the Standard Oil Company of New Jersey manager in Nanking, published Oil for the Lamps of China. Hobart had traveled widely in China and proved to be a very observant imperialist. Her fictional account of her experiences, not surprisingly focused on the role played by Western businessmen, especially those engaged in importing and selling petroleum products. One thread that runs through her work is Chinese dependence on foreign sources of energy supplies, which remains the case today. This dependence on foreign-controlled sources means that Beijing's efforts to ensure the availability of energy resources adequate to fuel the nation's economic growth have important national security implications.

China has developed sophisticated hedging strategies to insure against risks in the international petroleum market. It has managed a growing net oil import gap and supply disruptions by maintaining a favorable energy mix, pursuing overseas equity oil production, building a state-owned tanker fleet and strategic petroleum reserve, establishing cross-border pipelines, and diversifying its energy resources and routes. Though it cannot be "secured," China's energy security can be "insured" by marrying government concern with commercial initiatives. This book comprehensively analyzes China's domestic, global, maritime, and continental petroleum strategies and policies, establishing a new theoretical framework that captures the interrelationship between security and profit. Arguing that hedging is central to China's energy-security policy, this volume links government concerns about security of supply to energy companies' search for profits, and by drawing important distinctions between threats and risks, peacetime and wartime contingencies, and pipeline and seaborne energy-supply routes, the study shifts scholarly focus away from securing and toward insuring an adequate oil supply and from controlling toward managing any disruptions to the sea lines of communication. Until it comes, the Chinese have the spirit to smile in the face of hardships and to carry on a spirit which has sustained them through the calamities of the seven years of this war as it sustained them through calamities of the past. It is the spirit of her teeming millions of farmers, from whom most of the five million men of China's army were drawn, and from whose fields comes the food for the army. It is the spirit of her laborers, her mechanics and engineers who have built China's wartime railways, highways, water ways, and other arteries of communication, and who work in China's arsenals to keep the guns supplied with ammunition. It is the spirit of China's women as well as her men. The people of China, despite the stress and strain of war, have carried on. They continue to make love, to get married, to give birth to babies and to support growing families on meager incomes. Seven years is a long time, during which many things can happen and many things have happened to Teng Chan.'
