Is Turkey on the way to meet the economic Copenhagen criteria? The enlargement process that the European Union faced the last decade stirred the debate again about the role Turkey has to play and whether or not Turkey should be part of the European Union. While the enlargement with the Central and East European countries of the former Soviet Union was a logical process, given the strong trade relationships and the political and historical context of these countries, the potential enlargement with Turkey is much more complex and controversial. The main innovation of the present study is that it unravels the complexity of the Turkish case by approaching the problem from different angles in a comprehensive way. In particular, by tuning in on the historic, political and economic processes, new insights are obtained about the feasibility of Turkish accession to the EU. By combining lessons from the existing literature, the use of new data and the analysis of the political economic processes, a new perspective on the enlargement question – with the key Copenhagen criteria used as a corner stone - is offered.

Enlargement to Turkey is arguably the greatest challenge facing the European Union today. After the narrowly averted "train crash" over Cyprus in 2006, the second election victory of the Justice and Development Party in July 2007 opened new prospects for Turkish-EU relations. But in an EU emphasising a collective identity based on shared civilisational values, Turkey’s European credentials have been increasingly called into question. Amending national identity through political change has become the key to the success or failure of the Turkish integration project. This volume examines the EU role in strengthening the domestic pro-reform coalition within Turkey, the paradox - and potential limits - of Turkey’s europeanising Islamists, and the impact of Europeanisation through conditionality, including a case study of Turkish policy towards the Cyprus Question. Also addressed are the Western stereotypes of Turkish identity influencing the country’s EU prospects, notably concerning the role of Islam in precipitating acts of political violence and its association with sexual and political violence in the discourse of European opponents of Turkish accession. Finally, the dynamics of EU accession negotiations are analysed and the potential role of a norm-driven rhetorical strategy in promoting Turkish accession as a moral and democratic imperative is discussed.

This book makes the case for looking afresh at Turkey-EU relations in order to appreciate the richness and complexity of a relationship which is now more than 50 years old and is still not close to reaching fulfilment. The contributors challenge conventional attempts to understand Turkey-EU relations, revealing that EU integration studies has been rather poor at understanding the global context within which Turkey-EU developments take place. More surprising perhaps, EU integration studies has also struggled to give sufficient weight to the potential of Turkey’s domestic politics to shape EU enlargement. The volume attempts to correct these imbalances by offering both a global context and new perspectives on the drivers of domestic politics. It represents a shift from a narrow EU integration/enlargement agenda. Turkey’s position vis-a-vis the EU cannot be adequately captured by simplistic notions of conditionality, harmonization, and an uncritical interpretation of Europeanization. A more rounded view of Turkey-EU relations is advanced based upon a broader context of European and global transformations. The contributions, collected here, offer an interpretation of Turkey-EU relations from a novel perspective, utilize a new framework of theory, and draw upon insights and perspectives from disciplines underrepresented in mainstream study of Turkey-EU relations. The Turkish experience in constitution-making can be described as a series of missed opportunities to create political institutions based on broad consensus. None of the three republican constitutions (those of 1924, 1961, and 1982), nor the Ottoman Constitution of 1876 was written by a Constituent or a Legislative Assembly broadly representative of social forces or through a process of negotiations, bargaining, and compromise. Consequently, they all had weak political legitimacy. No doubt, the prospects of EU membership provided a powerful stimulus for these constitutional reforms as well as the nine harmonization packages. With these reforms, Turkey has sufficiently satisfied the Copenhagen political criteria and started accession negotiations with the EU. It would be wrong to assume, however, that these reforms were simply an outcome of Turkey's desire to join the EU. They also responded to the society's demands for a more democratic and liberal political system. Book jacket.

What has been achieved regarding Turkey’s efforts at integration to the EU and what obstacles remain to it achieving full membership?
