Austria joined the European Union in 1995, with the overwhelming support of its citizenry. In June 1994, a record 66.6 percent of the Austrian population voted in favor of joining the Union, and Austria acceded on January 1, 1995. Only three years later, in the second half of 1998, Austria assumed its first presidency of the European Union. Its competent conduct of the Union's business enhanced its reputation. The sense that Austria was a role model collapsed overnight, after a new conservative People's Party (iVP/FPi) coalition government was formed in Austria in early February 2000. Austria became Europe's nightmare. This volume has two purposes. The first is to assess Austria's first five years in the European Union. The second is Austria's ongoing struggle with its past. Heinrich Neisser evaluates and assesses Austria's commitment to the European Union. Thomas Angerer offers a long-term perspective of regionalization and globalization trends in Austrian foreign affairs. Waldemar Hummer analyzes contradictions between Austrian neutrality and Europe's emerging common security policy. When the Hapsburg monarchy disintegrated after World War I, Austria was not considered to be a viable entity. In a vacuum of national identity the hapless country drifted toward a larger Germany. After World War II, Austrian elites constructed a new identity based on being a "victim" of Nazi Germany. Cold war Austria, however, envisioned herself as a neutral "island of the blessed" between and separate from both superpower blocs. Now, with her membership in the European Union secured, Austria is reconstructing her painful historical memory and national identity. In 1996 she celebrates her 1000-year anniversary. In this volume of Contemporary Austrian Studies, Franz Mathis and Brigitte Mazohl-Wallnig argue that regional identities in Austria have deeper historical roots than the many artificial and ineffective attempts to construct a national identity. Im Rückblick auf den Zeitraum seit 1945 läßt sich ein Zyklus von Erinnern, Verstummen und erneutem Erinnern ausmachen, der bereits dreifach durchlaufen worden ist. Insofern ist der Umgang mit dem Thema in den deutschen Medien gleich nach Kriegsende auch für die Gegenwart aufschlußreich. Deutungen und Formen des Gedenkens, die heute praktiziert werden, haben selber inzwischen eine Geschichte. Mehrfach glaubte man bereits in beiden Teilen Deutschlands, daß die Schuldfrage gelöst sei und die Kriegserfahrung bewältigt. Jedesmal stellte sich heraus, daß die Deutschen noch immer in der Schuld sind, nicht nur aus der Perspektive ihrer europäischen Nachbarn. Die Beiträge in diesem Band gehen auf den Anfang eines unabgeschlossenen Prozesses zurück. Die Befragung gilt nicht den Menschen, sondern den Medien. Gefragt wird, wie in der Literatur, in der Presse, im Fernsehen und Film in den 40er und 50er Jahren mit dem Krieg umgegangen worden ist, welche Bilder davon die Literatur, die Presse, Fernsehen, Film und Hörspiel anzubieten hatten und welche Tendenzen sich dabei in den beiden deutschen Staaten, in Österreich, Polen und Frankreich nachweisen lassen. Eine Reflexion auf die neunziger Jahre macht das Thema spannend, denn dadurch wird den Bildern vom Krieg, die im wiedervereinigten Deutschland im Umlauf sind, ihr Ort im Zyklus zugewiesen: Ein Beitrag zur wieder nötig gewordenen Orientierung.

The late nineteenth century witnessed unprecedented levels of urban growth as migration swelled the population of European cities to new heights. The resulting problems of overcrowding and inadequate civic utilities prompted the governing elites to look for new planning solutions to address the needs of an increasingly urbanised society. At the same time young people were also increasingly recognised as being adversely affected, both politically and morally, by the on-going process of urbanization. Church groups, civic authorities, middle-class reformers and political movements all tried to steer youth toward their own concept of respectable behaviour, concepts that often tended to share many similarities in their paternalistic emphasis upon social discipline. This volume directly addresses the confluence of these issues, the point at which the city government, youth and public space meet and the resulting problems and tensions that were often created. Whether it be the corruption of the rural youth flooding into the cities at the beginning of the twentieth century, battles between Hitler Youth and working-class gangs in Nazi Germany, hooliganism in 1950s Hungary or the appropriation of, or withdrawal from, public spaces by youths in more recent times, all the chapters in this book explore ways in which authorities and adult groups have sought to control young people, both directly and indirectly. Drawing on a broad selection of methods and disciplines, a wide variety of case studies from across Europe are used to investigate the interactions between youth and authority, and show how these adapted and changed over time and in different countries. By taking a fresh look at these issues within a comparative framework, this volume furthers our understanding of modern European society during the twentieth century.
