In der amerikanischen Geschichte lassen sich verschiedene Formen von Obdachlosigkeit finden. Wohnungslose werden entweder zu einem bestimmten Zeitpunkt oder über einen längeren Zeitraum hinweg gefasst. Sinkende Löhne zusammen mit hohen Arbeitslosenraten lassen die Armut ansteigen und vergrößern das Risiko, obdachlos zu werden. Erschwingliche Wohnungen sind in den USA dazu selten. Obwohl es nur wenige Studien zum Auftreten von Obdachlosigkeit auf dem Land gibt, ist dieses Problem dort durchaus vorhanden. Die Gebiete, in denen Obdachlose leben, sind meist sehr großflächig und schwer zugänglich, was die Erreichbarkeit von sozialer Hilfe schwierig macht. Der Großteil aller Untersuchungen zur Obdachlosigkeit findet in den Ballungsräumen von Großstädten statt. Hier werden die Zielpersonen in den Notunterkünften und Essensausgaben leichter erreicht. Eine stark anwachsende Gruppe Betroffener sind Familien mit Kindern. Alleinstehende Personen sind durch soziale Faktoren wie Suchtmittelabhängigkeit oder häusliche Gewalt durch Obdachlosigkeit gefährdet. Viele amerikanische Kinder werden aufgrund der schwierigen Verhältnisse in Notunterkünften von ihren Eltern getrennt und kommen zeitweise bei Verwandten oder Freunden unter. Jugendliche Ausreißer ziehen das Leben auf der Strasse der häuslichen Gewalt und der Vernachlässigung durch die Eltern vor. Eine spezielle Gruppe sind die wohnungslosen Kriegsveteranen in den USA. Ob Ursache oder Folge: Begleitumstände von Obdachlosigkeit sind Erkrankungen wie Alkoholismus oder Drogensucht, geistige Behinderungen, medizinische Unterversorgung und Sozialisationsdefizite. Auf Landes- und Bundesebene gibt es ein breites Leistungsspektrum. Dazu kommt eine hohe Präsenz von gemeinnützigen Wohlfahrtsorganisationen. Das Konzept der Rescue-Mission beispielsweise stützt sich auf die Kombination von materieller Grundversorgung und religiöser Erziehung. Across Europe, land is constantly the subject of enormous and widely varied pressures. The land we have is shrinking in area due to numerous reasons, including those that are directly related to climate change and migration. In fact all disciplines that have responsibilities for the husbandry use, management, and administration of the land are forced to address the problems of how to plan and how to utilise this increasingly valuable resource. The papers contained within this book emerge from two symposia held in 2014 and 2015, which now have been arranged along four general themes reflecting the multi-disciplinary nature of the disciplines concerned with land. The first part is dedicated to the interpretation of key terms in their context and the dissimilar conceptual approaches in the governance of different states. It is followed by papers that identify the process of decision-taking: how to organize and co-operate. One large section addresses the identification of land pattern changes and the reason for it.
