Le Plan d'action issu du Sommet mondial sur la société de l'information (SMSI) déclare dans le préambule de sa Grande orientation C.10, intitulée Dimensions éthiques de la société de l'information: "La société de l'information devrait reposer sur des valeurs universelles, chercher à promouvoir le bien commun et éviter les utilisations dommageables des TIC". Son dernier alinéa "invite les parties prenantes, en particulier les universitaires, à poursuivre leurs recherches sur la dimension éthique des technologies de l'information et de la communication". Dans ce cadre, mais aussi au-delà, quels regards les chercheurs des diverses disciplines concernées, dont ceux des sciences de l'information et de la communication, portent-ils sur cette proposition? Quelles problématiques pourraient être développées? Le présent ouvrage précise les orientations ayant conduit à la réflexion sur l'éthique de l'information à l'échelle d'un débat international, les contextes auxquels elles s'appliquent, notamment dans l'aspiration à la diversité culturelle dont la nécessité est affirmée par ailleurs dans les textes du SMSI. La préoccupation du développement, de la place des techniques dans la lutte contre la pauvreté, sous-tend les Déclarations de Genève (2003) et de Tunis (2005). Si la "fracture numérique" est évidente entre le "Nord" et les "Suds", elle est aussi interne aux Etats et aux sociétés. Comment comprendre concrètement les souhaits de partage des techniques, des connaissances, de lutte contre la "fracture cognitive"? La participation de tous au réseau mondial peut-elle aller avec une gouvernante d'Internet qui resterait en partie significative aux mains d'un seul Etat? Si les intérêts de tous les pays et de tous les continents doivent être respectés, des propositions s'imposent en la matière. Lieu où naissent de nouvelles formes de sociabilité, l'Internet est la porte ouverte à de nouveaux usages et phénomènes qui, pour le moins, peuvent être interrogés dans une perspective éthique. Comment décrire les comportements personnels et collectifs dans le cadre d'une socialité universelle? Si des rêveurs technophiles ou des idéologues de la modernité ont pu imaginer que l'Internet pouvait transformer l'humanité, la réalité observée et expérimentée s'avère plus complexe. Elle inclut la criminalité et toutes sortes de nouvelles délinquances et atteintes aux droits élémentaires, et présente les risques de surveillance accrue, collective et individuelle. Après ceux sur "La société de l'information: entre mythes et réalités" (2005), et sur "le SMSI et après?" (2007), cet ouvrage montre ce que des chercheurs, experts et praticiens, ont pu observer et analyser dans les problématiques liées aux questions éthiques des usages des TIC. The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of ‘savage’ capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.
