Il dibattito acceso sul Reddito di Cittadinanza nasce da un dovuto riconoscenza di quote crescenti di popolazione, non solo adulta e anziana, al margini del mercato del lavoro; anche quote significative di giovani, nonostante i percorsi di istruzione attuati, si trovano in difficoltà per filtri selettivi per tanti aspetti poco giustificabili che non ne consentono la occupazione. La presenza ulteriore di una quota rilevante di persone immigrate e non ancora riconosciute in pieno dalle normative in vigore, rende ancora più comprensibile e giustificata la domanda di un reddito che porti al riconoscimento della cittadinanza piena. La logica assistenziale spesso però prevale nella gestione del reddito di cittadinanza che invece deve portare ad una progressiva autonomia di coloro che ne fanno richiesta, con la necessaria distinzione con le quote di popolazione già ai margini della vita economica e sociale. Al di là dei diversi modi di concepire e rappresentare la risorsa economica integrativa e inclusiva per persone che vivono nella marginalità, va comunque affermata e riconosciuta la cittadinanza come un diritto che non può distinguere, selezionare i cittadini, ma deve affermarne la loro autonomia e la loro responsabilità; una responsabilità non solo individuale, ma anche delle istituzioni che gestiscono una risorsa per tanti importante e insostituibile per una vita dignitosa.
