The purpose of this report is to provide technical information about the 1996 State Assessment in Mathematics. It provides a description of the design for the State Assessment and gives an overview of the steps involved in the implementation of the program from the planning stages through to the analysis and reporting of the data. The report describes in detail the development of the cognitive and background questions, the field procedures, the creation of the database and data products for analysis, and the methods and procedures used for sampling, analysis, and reporting. It does not provide the results of the assessment--rather, it provides information on how those results were derived. Chapters include: (1) "Overview: The Design, Implementation, and Analysis of the 1996 State Assessment Program in Mathematics"; (2) "Developing the Mathematics Objectives, Cognitive Items, Background Questions, and Assessment Instruments"; (3) "Sample Design and Selection"; (4) "State and School Cooperation and Field Administration"; (5) "Processing and Scoring Assessment Materials"; (6) "Creation of the Database, Quality Control of Data Entry, and Creation of the Database Products"; (7) "Weighting Procedures and Variance Estimation"; (8) "Theoretical Background and Philosophy of National Assessment Educational Progress (NAEP) Scaling Procedures"; (9) "Data Analysis and Scaling for the 1996 State Assessment Program in Mathematics"; and (10) "Conventions Used in Reporting the Results of the 1996 State Assessment Program in Mathematics." Appendices include: "Participants in the Objectives and Item Development Process"; "Summary of Participation Rates"; "Conditioning Variables and Contrast Codings"; "IRT (Item Response Theory) Parameters for Mathematics Items"; "State Assessment Program Reporting Subgroups; Composite and Derived Common Background Variables; and Composite and Derived Reporting Variables"; "Setting the NAEP Achievement Levels for the 1996 State Assessment in Mathematics"; "Correction of the NAEP Program Documentation Error in the 1992 State Mathematics Results"; "The Information Weighting Error"; and "Sample Design and Selection Tables." Assessing the full scale of environmental impacts is essential for effective planning of transport and land use. This is an analysis of transport and land-use planning using strategic environmental assessment (SEA). It establishes the effectiveness of SEA through comparative studies of practice in three countries: Britain, the Netherlands and Germany. The author shows that use of SEA is widespread but far from systematic. He demonstrates the advantages of adopting a systematic application of a comprehensive form of SEA derived from all the major current approaches. Only once this approach is fully understood and systematically applied will all the full benefits be achieved and environmental impacts be minimalized.

This book examines the application of fish community characteristics to evaluate the sustainability and biological integrity of freshwaters. Topics include perspectives on use of fish communities as environmental indicators in program development, collaboration, and partnership forming; influence of specific taxa on assessment of the IBI; regional applications for areas where the IBI had not previously been developed; and specific applications of the IBI developed for coldwater streams, inland lakes, Great Lakes, reservoirs, and tailwaters.

This collection of essays examines the roles which land use planning can play in the protection of the environment. The subjects covered range from traditional concerns like pollution, nuisance and contaminated land to biodiversity and the pursuit of sustainable development, which forms the defining element of current environmental policy across the European Community and in most other developed economies. Environmental assessment is discussed, along with the succession of public law actions (Twyford Down included) by environmental activists which were necessary to convince the English courts of the full implications (and the 'direct effect') of the EC Directive 85/337. The later chapters become progressively more concerned with the planning system as the forum of negotiation and more participatory approaches (as distinct from fiscal instruments and command and control regulation) to encouraging sustainability. The contributors represent a variety of academic disciplines (law, geography, planning, environmental management) offering complementary insights into the planner's role in allocating land uses so as to minimise waste generation and energy consumption as well as maximising local amenity.

'A wonderfully international and up-to-date perspective on strategic environmental assessment of land use plans by leading experts in the field. Strategic Environmental Assessment and Land Use Planning covers not only how much such SEAs are carried out and in what context, but whether they are effective and why. It provides invaluable insights for practitioners and researchers in this rapidy evolving field'Riki Therivel, author of Strategic Environmental Assessment in ActionStrategic Environmental Assessment and Land Use Planning provides an authoritative, international evaluation of the SEA of land use plans. The editors place the SEA of land use plans in context, and uniquely qualified contributors then evaluate systems in Canada, Denmark, Germany, Hong Kong, Hungary, Ireland, The Netherlands, New Zealand, Portugal, South Africa, Sweden, the United Kingdom, the United States and the World Bank. These chapters provide a description of the context in each country, a case study of the use of SEA in land use planning and an evaluation of each SEA system against a set of generic criteria specially designed to anlayse different aspects of SEA. The contributors critically review each SEA system, SEA process and SEA outcome, and conclude by summarizing their findings. The editors draw the various national perspectives together in a final chapter and derive widely applicable conclusions about SEA and land use planning. This book is a core text for all students in environmental assessment, land use planning, environmental science, environmental management, development studies, geography, landscape design and law and engineering. It is also essential reading for all governments and environmental regulators, academics, researchers and environmental and planning consultants worldwide who are involvedin SEA research, practice and training.
