This annual update reports on developments in the global HIV/AIDS epidemic and draws on the most recent data available to give global and regional estimates of its scope and human toll. Despite promising developments in global efforts to address the AIDS epidemic, including increased access to effective treatment and prevention programmes, the number of people living with HIV continues to grow, as does the number of deaths due to AIDS. Findings for 2006 include: the total number of people living with HIV is estimated at 39.5 million, 4.3 million new cases during the year and an estimated 2.9 million deaths. Sub-Saharan Africa continues to bear the brunt of the global epidemic with 63 per cent of all adults and children with HIV globally and with its epicentre in southern Africa. In the past two years, the number of people living with HIV increased in every region in the world, with the most striking increases in East Asia, Eastern Europe and Central Asia, where the number of people living with HIV in 2006 was over 21 per cent higher than in 2004.

The 2006 report on the global AIDS epidemic (ISBN 9291734799), published by the Joint United Nations Programme on HIV/AIDS (UNAIDS) in May 2006, highlighted the fact that although the spread of the disease appears to be slowing down globally, it is continuing to increase in certain areas, with Africa remaining the hardest hit region and emerging epidemics in Eastern Europe and Asia. Following on from its previous report (HCP 708, session 2005-06, ISBN 0215026462) on the global HIV/AIDS epidemic, the Committee has examined the progress made toward achieving international targets on HIV/AIDS and current national and international policy responses. The report focuses on the need for action to reach four key marginalised groups which have been identified as drivers of the spread of the disease: commercial sex workers, intravenous drug users, men who have sex with men, and prisoners; and makes a number of recommendations designed to help improve Department of International Development (DFID) policy work on this subject.

The 2006 World Health Report focuses on the chronic shortages of doctors, midwives, nurses and other health care support workers in the poorest countries of the world where they are most needed. This is particularly true in sub-Saharan Africa, which has only four in every hundred global health workers but has a quarter of the global burden of disease, and less than one per cent of the world's financial resources. Poor working conditions, high rates of attrition due to illness and migration, and education systems that are unable to pick up the slack reflect the depth of the challenges in these crisis countries. This report considers the challenges involved and sets out a 10-year action plan designed to tackle the crisis over the next ten years, by which countries can strengthen their health system by building their health workforces and institutional capacity with the support of global partners.
