'The Annual Review of Development Effectiveness 2009' presents evidence on the World Bank s efforts in two areas. Part I tracks the outcomes of Bank projects and country programs and the evolution of monitoring and evaluation (M and E). Part II examines the Bank s support for environmentally sustainable development compatible with economic growth and poverty reduction. The Bank s project performance rebounded in 2008, allaying concerns about the weakened performance in 2007. As previous ARDEs have shown, project performance has been improving gradually for 15 years according to the traditional measure percent of projects with satisfactory (versus unsatisfactory) outcomes. But IEG ratings of M and E quality for completed projects indicate considerable room for progress. Information to assess impacts continues to be lacking although preliminary data suggests improvements in baseline data collection. Bank support for the environment has recovered since 2002 due to new sources of concessional finance. The outcomes of environment projects have improved in recent years. A growing number of regional projects are addressing the shared use of water resources. New global partnerships are deepening the Bank s involvement in climate change issues. But M and E remains weak: three-quarters of environment-related projects those managed by sectors other than environment lack reporting of environmental outcomes.

In this volume of the African Development Perspectives Yearbook series, the Research Group on African Development Perspectives investigates the impact of the Global Financial Crisis (GFC) on economic reform processes in Africa. The analysis is structured in such a way so as to reflect the opportunities and dangers of policy reversals in the face of the GFC. The impact of the crisis on different types and forms of governance in the region is considered. The first question is therefore which macro-economic policy instruments have to be applied in order to overcome the crisis and to continue with sustainable development. What is the effect of a new infrastructure on the well-being of a local community? Is a tax reform desirable? Does the privatization of a telecommunication provider increase social welfare? To answer these questions governments and their policy advisors should have in mind an operative definition of social welfare, and cannot rely on simple official statistics, such as GDP. The price we observe are often misleading as welfare signals, and costs and benefits for the society should be based on ‘shadow prices’, revealing the social opportunity costs of goods and of changes of the world. This book explains how to apply these welfare economics ideas to the real world. After a theoretical discussion of the concept of social welfare, a critical analysis of the traditional doctrine of welfare economics embodied in the Two Fundamental Theorems, and a presentation of social cost-benefit analysis, the book introduce the readers to an applied framework. This includes the empirical estimation of shadow prices of goods, of the social cost of labour and capital, the assessment of risk. This book also includes the state of the art of international experience with CBA, including ex-post evaluation of major projects, economic rates of return in different sectors, and a case study on privatisation, is presented. Developing country governments and the development aid community are acutely aware of the need to find more effective ways to improve basic living conditions for the poor, as traditional approaches of delivering public support have not always led to the results intended. Results-based financing (RBF) instruments, which tie the disbursement of public funding to the achievement of pre-agreed results, are now recognized as one important piece of the aid delivery puzzle. The aim of these instruments is to enhance the effectiveness of public funding. 'Output-Based Aid: Lessons Learned and Best Practices' provides a practical understanding of the experience with output-based aid (OBA), a results-based instrument that is being used to deliver basic infrastructure and social services to the poor, including through public-private partnerships. OBA has been used in the World Bank Group since 2002, including more recently through the Global Partnership on Output-Based Aid, which has a mandate to design and test OBA approaches. The authors of this book analyze nearly 200 OBA projects in water and sanitation, energy, health, roads, telecommunications, and education. The piloting phase of OBA has in general been a success and OBA has demonstrated clear advantages over traditional approaches in terms of efficiently targeting subsidies and mobilizing the private sector to serve poor households that would otherwise go without an improved service.
