Public financial management reforms in the Government of South Sudan are proceeding within a challenging environment as the post-civil war recovery remains fragile. As a result, the Ministry of Finance and Planning faces significant challenges in preparing realistic budgets and enforcing disciplined budget execution. To strengthen budget execution, the key areas requiring reform include strengthening processes for the management of expenditure and controlling commitments; improving fiscal reporting to ensure it is timely, accurate, and comprehensive; and improved cash management, particularly through implementing a Treasury Single Account. The Government has requested the assistance of a Fiscal Affairs Department Resident Public Financial Management Advisor who has been appointed and will support several reforms to budget execution, cash management, and fiscal reporting.

The security situation continues to exacerbate the country's fragility. While working on a new development strategy, the authorities have declared their firm commitment to the objectives of the ECF and RSF-supported programs. After the lifting of sanctions in February 2024, the authorities have resumed full collaboration with WAEMU institutions, despite exiting ECOWAS in late January 2024 (along with Burkina Faso and Mali).

This paper presents the Republic of Moldova’s Sixth Reviews under the Extended Credit Facility and Extended Fund Facility Arrangements, Request for Modification of Performance Criteria, and Second Review under the Resilience and Sustainability Facility Arrangement. Recovery from the multiple shocks is taking hold, and inflation has remained within the National Bank of Moldova’s target band since October 2023. However, downside risks remain large, mainly related to the geopolitical situation and renewed energy shocks. Prudent policies and maintaining buffers and robust contingency plans, including in the energy sector are needed to address looming risks. Fostering growth-friendly investment and reforms, supported by the EU accession process will help advance toward Moldova’s development objectives.

Kazakhstan’s trade performance has displayed remarkable resilience to recent economic shocks, including Russia’s full-scale invasion of Ukraine and the ensuing international sanctions. However, connectivity remains one of the greatest challenges facing the country: its trade integration is limited by low density of settlement and economic activity, infrastructure bottlenecks, weaknesses in trade facilitation, and long distances to major markets; its economy still depends on a limited number of export commodities and a narrow range of trading partners. This report summarises the analytical guidance and capacity-building on export diversification in Kazakhstan provided by the OECD in 2022 and 2023. The report complements recent OECD work on trade connectivity in Central Asia, by focusing on practical aspects of export diversification identified in collaboration with the government of Kazakhstan: (i) how to develop export promotion policies for SMEs; (ii) how to design a one-stop shop for exporting SMEs; and (iii) how to improve cross-border co-operation in Kazakhstan’s Caspian Sea ports.
