Although by about 1950 both British Borneo, including the protected sultanate of Brunei, and Indonesian Borneo seemed settled under their different regimes and well on the way to post-war reconstruction and economic development, the upheavals which affected Southeast and East Asia during the Cold War period also deeply affected Borneo. Besides the impact of the Korean and Vietnam Wars and the Malayan Emergency and communist uprisings in other Southeast Asian states, there was within Borneo the attempted communist takeover of Sarawak from the 1950s, a failed coup d’état in Brunei in 1962, Sukarno’s Konfrontasi (confrontation) with Malaysia, and the horrific purge of Leftists and ethnic Chinese in the late 1960s. This book details these momentous events and assesses their impact on Borneo and its people. It is a sequel to the author’s earlier books The Japanese Occupation of Borneo, 1941-1945 (2011) and Post-War Borneo, 1945-1950: Nationalism, Empire, and State-Building (2013), collectively a trilogy.

Expectations for performance management systems continue to grow in the public sector. Yet few administrators know how to effectively implement and sustain these systems. Performance-Based Management Systems: Effective Implementation and Maintenance supports practical efforts to build and maintain performance management systems in public organizations, explaining obstacles to measurement efforts and providing guidance on how to overcome them. The book begins by exploring performance measurement as a key element of performance-based management systems. It discusses its legacy and its limitations and offers competing explanations of the factors that constrain its effective use. Next, it focuses on building theory in support of practice through a mixed methods approach. It examines research reconciling the conflicting explanations for the lack of proper use of performance measurement information. Recent decades have seen growing concern about problems of electoral integrity. The most overt malpractices used by rulers include imprisoning dissidents, harassing adversaries, coercing voters, vote-rigging counts, and even blatant disregard for the popular vote. Serious violations of human rights, undermining electoral credibility, are widely condemned by domestic observers and the international community. Recent protests about integrity have mobilized in countries as diverse as Russia, Mexico, and Egypt. Elsewhere minor irregularities are common, exemplified by inaccurate voter registers, maladministration of polling facilities, lack of security in absentee ballots, pro-government media bias, ballot miscounts, and gerrymandering. Long-standing democracies are far from immune to these ills; past problems include the notorious hanging chads in Florida in 2000 and more recent accusations of voter fraud and voter suppression during the Obama-Romney contest. In response to these developments, there have been growing attempts to analyze flaws in electoral integrity using systematic data from cross-national time-series, forensic analysis, field experiments, case studies, and new instruments monitoring mass and elite perceptions of malpractices. This volume collects essays from international experts who evaluate the robustness, conceptual validity, and reliability of the growing body of evidence. The essays compare alternative approaches and apply these methods to evaluate the quality of elections in several areas, including in the United States, Sub-Saharan Africa, and Latin America.
